대학의 교육과정 자율화 정착 방안에 대한 탐색

국문 초록

본 연구는 최근 교육부가 정부재정지원사업의 방향을 대학의 교육과정 자율성 강화에 두고 있음에 따라 학교 중심 교육과정 개발에 대한 이해를 바탕으로 대학의 교육과정 자율화 정착 방안을 탐색하고자 했다. 2018년 4월 교육부는 대학의 교육역량을 강화하기 위해 대학이 중장기발전계획에 따라 자율적으로 교육혁신을 추진하도록 지원한다고 밝혔다. 이런 교육부의 정책은 시장주의 원리에 근거하여 규제를 완화하고 정부의 역할을 축소한다는 것과는 성격이 다른 것으로서 교육부가 시대적, 사회적 변화에 빠르게 대응하기 위한 전략의 변화라고 볼 수 있다. 이에 연구자는 대학이 교육과정 자율화 정책에 대해 구체적으로 이해하는 것이 필요하다고 보고, 학교 중심 교육과정 개발(SBCD)에 기초하여 대학의 교육과정 자율화 정착을 위해 고려할 사항을 탐색해보고자 했다. 그 결과 학교 중심 교육과정 개발은 교육과정 차별화, 특성화 및 다양화, 지역화의 의미를 가지고 있으며, 대학은 교육과정 개발 및 운영에 대한 자율적 역량을 강화하는 것이 필요하였다. 주요하게 대학은 학내구성원이 교육과정 개발과 운영의 주인임을 인식하도록 해야 하며, 자연주의적 교육과정 개발 모형에 따라 숙의공동체를 형성해야 하는 등의 정착 방안을 제시했다.

영문 초록

The purpose of this study is to explore ways to set up autonomy of university curriculum based on the understanding of school-centered curriculum development as the Ministry of Education puts the direction of university financial support project into strengthening university curriculum autonomy. In April 2018, the Ministry of Education announced that it would support universities to pursue educational innovation autonomously in accordance with the mid- to long-term development plan to strengthen their educational capabilities. This policy of the Ministry of Education is different from that of easing regulations and reducing the role of government based on the principles of marketism, and it can be seen as a change of strategy for the Ministry of Education to quickly respond to the changes of the times and society. Therefore, the researcher considered that it is necessary for the university to have a concrete understanding of the curriculum autonomy policy, and explored the considerations for the establishment of the curriculum autonomy of the university based on the school-centered curriculum development (SBCD). As a result, the development of school-centered curriculum has the meaning of differentiation, specialization, diversification, and localization of curriculum, and it was necessary for universities to strengthen their autonomous capacity for curriculum development and operation. Mainly, the university suggested that the members of the school should recognize that they are the masters of the curriculum development and operation, and suggested the settlement methods such as forming a deliberative community according to the naturalistic curriculum development model.
