부천 박물관 클러스터의 형성과 전개

국문 초록

이 연구에서는 2000년대 초반 문화를 통한 지역의 차별화를 위해 박물관 클러스터 사업을선도적으로 추진한 부천시의 사례를 분석하였다. 문화클러스터는 20세기 후반부터 유럽과 미국중심으로 실천된 문화전략이다. 문화 클러스터의 여러 유형중 박물관 클러스터가 그 문화집약적속성과 관광산업에 미치는 영향으로 가장 널리 실천되었는데, 국내에서도 지자체의 출범과 더불어 적극 도입되었다. 박물관밸리라 명명된 부천의 박물관 클러스터 사업은 도시 전역을 테마별로권역화하뎌 권역별로 박물관의 집적을 조성하는 내용을 골자로 삼았다. 그러나 20년의 계획을갖고 출발한 박물관밸리는 지방정부의 정책적 변화로 인해 10여년이 지난후 대폭 축소되었고, 클러스터 운영에 대한 전문성 부족으로 지역의 문화적 및 경제적 재생 효과를 충분히 창출하지못하였다. 그럼에도 단기간 내에 문화기반시설이 부족하였던 부천시에 시설적 확충을 촉진하였고, 이는 곧 부천이 대외적으로 문화의 도시로서 이미지를 확립하는 바탕이 되었다. 또한 지역의문화적 스펙트럼을 넓히는 결과를 가져왔다. 이외에 클러스터의 대내적 효과로서, 소규모로 집적을 이루었던 6개 박물관간에 업무협력의 시너지가 관찰되었는데, 이는 2020년 통합 개관간 부천시립박물관의 운영적 토대가 된다는 점에서 의의를 찾을 수 있다. 문화클러스터는 독자성을 지니고 개별적인 맥락에 따라 성공을 위한 방안 또한 개별성을 띌수밖에 없다. 부천 박물관 클러스터에 대한 심층적 분석을 통해 나타난 특성으로, 박물관밸리의추진과정에서 보여진 문화행정주체의 시설 중심적 접근, 지자체가 문화정책 초기에 조속한 기관확충을 위해 시행한 독자적 제도, 박물관밸리 사업의 전개과정에서 보여지는 문화정책의 가변성, 국내에 박물관 클러스터가 도입된 시기에 부족했던 클러스터 운영에 대한 이해를 언급할 수 있다. 앞으로의 과제는 2018년 클러스터의 개편 이후 보이는 양상을 연구하여, 지방 박물관의 역사를살펴보고 국내의 박물관 클러스터의 향후 발전방안을 도출하는 일이다.

영문 초록

The purpose of this study is to examine the characteristcs and significance of Bucheon’s Museum Cluster, a pioneering case of such cultural project in Korea. In Europe and US, cultural clusters became a key strategy for regional development since the late 20th century. Among its many subtypes, museum clusters became prevalent for their cultural significance and impact on tourism and have been enthusiastically adopted by regional governments in Korea since the early 2000s. Bucheon’s museum cluster project which started in 2002, was named Museum Valley and aimed to develop the entire city into a large accumulation of museums. Although its development was intended to span over 20-years, its original plan was largely dropped after 10 years. However, the project led to a fast growth of museums in the region and contributed to enlarging the cultural spectrum of the city. Also the small cooperation network developed during the transitional period acted as a basis for the management of the new form of cluster today. This study on Bucheon’s Museum Cluster can find its meaning on the distinctive features the case presents: as every cultural cluster is unique and context-dependent, the case of Bucheon serves to enrich the knowledge on the singular aspects of Korean cultural clusters. From the study the following characteristics have been observed. First, it demonstrates the local government’s hardware-based approach in cultural policy in the early 2000’s and the unique system implemented to enable fast growth in the number of museums. Also, the case shows that long-term cultural policy have been subject to revision according to political environment. Finally, Bucheon’s museum cluster reflects the local government’s lack of expertise in the management of cultural cluster. Further research on the changes after the museum cluster’s restructuration after 2018 need to be conducted in order to provide a complete picture on the development of Bucheon’s museum cluster.
