중고등학교 교육과정과 연계한 대학의 세계민주시민교육 프로그램 개발 방향 연구

국문 초록

고등교육기관인 대학교는 고등교육법에 나와 있는 목적에 따라 대학생의 세계시민의식 함양을 위한 ‘세계시민교육’이라는 교양교과목을 개발 · 운영하여야 한다. 우리나라 대학교의 경우 경희대학교가 2011년에 시민교육을 시작하였으며, 숙명여자대학교, 동국대학교, 부산디지털대학교 등 몇몇 대학교에서만 세계민주시민교육을 실시하고 있다. 대학교에서의 세계시민교육 프로그램 개발 방향을 제안하면 다음과 같다. 첫째, 세계민주시민교육은 토론 및 발표, 팀 프로젝트(Collaborative Creative Problem Solving; CCPS), 현장활동, 자아성찰 보고서 등 수강생들이 적극 참여할 수 있는 강의방법으로 진행되어야 한다. 둘째, 세계민주시민교육은 지속발전가능한 교육으로 생애주기에 따른 단계적 교육이 필요하다. 영 · 유아기 때 형성된 가치와 의식은 성인으로까지 확대된다. 따라서 세계시민교육은 유아기를 시작으로 초, 중, 고, 대학생, 성인으로까지 지속적으로 이루어져야 한다. 그러기 위해서는 유아의 누리교육과정과 초 · 중 · 고등학교의 교육과정을 살펴보아야 한다. 셋째, 대학교의 세계민주시민교육의 콘텐츠 형성과 관련하여 이해관계자들의 전문적이고 다양한 의견을 수렴하기 위한 학교내 외 네트워크가 부족하다. 콘텐츠 및 커리큘럼 등 세계민주시민교육의 교과목 개발 단계부터 학교내 · 외 전문가 등 교과목 개발과 수업을 진행하는 모든 사람이 참여하는 네트워크의 구축이 필요하다.

영문 초록

As higher education institutions, universities should develop and operate a liberal arts curriculum titled “Global Citizenship Education” with the aim of enhancing global citizens’ awareness of university students in accordance with the objectives outlined in the Higher Education Act. In Korea, Kyung Hee University started offering civic education courses in 2011, and some universities, such as Sookmyung Women’s University, Dongguk University, and Busan Digital University, currently offer programs in global democracy education. The following are three suggestions for the development of a university-level global democracy citizenship education program: First, global democracy citizenship education should be conducted as a lecture method, in which students actively participate in discussions and presentations, team projects (collaborative creative problem solving), field activities, and self-reflection reports. Second, global democracy citizenship education is a form of sustainable developmental education, and it requires gradual education according to life cycle. It reflects how the values and consciousness formed in human beings during their infancy and youth extend to adulthood. Therefore, global democracy citizenship education should be continued from early childhood to elementary, middle, high school, and university years, as well as during adulthood. For this purpose, it is necessary to consider children’s curriculum and the curricula of elementary, middle, and high schools. Third, no network exists either within or outside the school to collect professional and diverse opinions of stakeholders regarding the formation of contents for university-level global democracy citizenship education. Therefore, it is necessary to construct a network in which everyone involved in the development of classes in and out of school from the stage of development of curriculum such as contents and curriculum of global democracy citizenship education.
