국문 초록

본 연구는 공공디자인법 시행 이후 제정된 공공디자인 관련 기준이 임의규정이라는 이유로 해마다 개정의 필요성이 논의된다는 문제 인식에서 출발하였다. 이에 공공디자인 관련 기준인 문화체육관광부 고시 적용 현황을 선행 연구와 정량적으로 비교ㆍ검토하고, 적용의 제약 요인을 도출하여 개정 방향을 모색하는 데 연구의 목적을 두었다. 공공디자인 관련 기준과 적용 현황은 법제처와 조달청 홈페이지를 이용하였으며, 개정의 필요성과 기준 적용의 제약 요인은 사용자 그룹 인터뷰 분석을 통해 도출하였다. 연구 결과, 용역 대가 산정 기준은 준수율이 매우 낮고, 제안서 보상기준은 거의 활용되지 않으며, 전문인력 기준은 폭넓게 적용되지 못하는 것으로 나타났다. 이에 따라 용역대가 산정기준 재정립, 보상 대상 사업의 기준금액 설정, 공공디자인 전문인력 기준 강화를 개정 방향으로 제시하였다.

영문 초록

This study started from the recognition that the necessity of revision is discussed every year because the public design administrative rules enacted after the enforcement of the Public Design Act are arbitrary regulations. The purpose of this study is to quantitatively compare and review the application status of the Ministry of Culture, Sports and Tourism notification, which is a public design administrative rules, with previous studies, and to find out the direction of revision by deriving the restriction factors of application. For the public design administrative rules and application status were used on the website of the relevant institution, and the necessity of revision and constraints of applying standards were derived through user group interviews. As a result, the revision of the service cost calculation standard, the establishment of the standard amount of the compensation target business, and the strengthening of the standard of the public design professional manpower were suggested as the revision direction.
