교과중점학교 운영 사례 분석 연구

국문 초록

부천시는 전국 최초로 교육과정 특성화 시범지구로 지정되어 2017년부터 3년간 지역 내 모든 일반고가 경기도형 교과중점학교로 운영되기 시작하였다. 본 연구는 부천시 교과중점학교의 운영 현황을 분석하고 그 성과와 한계로부터 학생의 소질과 적성을 고려한 진로별 교육과정 제공과 이를 통한 일반고 교육력 제고에 주는 시사점 도출을 목적으로 하였다. 연구의 목적을 달성하기 위해 부천시 23개 일반고 72개 교육과정 편제표와 경기도교육청 및 부천교육지원청의 교육과정 특성화 시범지구 사업 관련 문서 등을 수집하여 분석하였다. 연구결과, 이 사업은 지역의 교육 발전을 위해 교육청, 지자체, 단위 고교 등 여러 기관의 협력 시스템을 구축하였고, 일반고에서 다양한 교육과정을 개설하여 학생의 진로별 ‘과정’ 선택권을 확대함으로써 교육력을 제고하고자 노력하였으며, 지역 교육지원청의 적극적인 노력으로 사업 내용을 대학입시와 연계하려고 시도했다는 점 등에서 상당한 성과가 있었다. 그러나 진로별 과정 설치를 위한 학생 대상의 요구조사가 이루어지지 않았고, 과정 설치에서 지역 내 고교 간 역할을 분담하는 절차 등이 없어 단위 학교에 고립된 교과중점교육과정 운영에 그치게 되었다. 또한 중점교과교육과정의 전문과목 편제가 소단위 분산 피상 학습의 형태를 띠는 등 고교-대학 간 교육과정 연계 측면에서도 미흡한 부분이 발견되었다. 요컨대 부천시 교과중점학교는 학생의 진로를 고려해 다양한 과정을 설치하고 각 일반고의 특색있는 교육과정 운영을 통해 교육력을 높이고자 하였으나 결과적으로 일부 학생의 부분적 진로 맞춤형 교육만을 구현하게 되었다고 할 수 있다. 이러한 성과와 한계로부터 도출한 다수의 시사점을 제시하며 연구를 마무리하였다.

영문 초록

The city of Bucheon was designated as the first educational curriculum test district in South Korea, which meant that all general high schools in the region were operated as Gyeonggi Provincial Subject-focused Schools for three years from 2017. This study analyzes the operation of such subject-focused schools in Bucheon and aims to use the achievements and limitations of the project to develop educational curricula for different career paths, taking into account student talents and aptitudes, in addition to finding implications to improve educational quality in general high schools. To achieve the goals of the study, outlines of 72 curricula used by 23 general high schools in Bucheon as well as documents on educational curriculum specialization test district project published by the Gyeonggi Provincial Education Office and Bucheon Education Support Office were collected and analyzed. The results show that this project established a cooperative system among education offices, local governments, and high schools to develop educational practices in the region, in addition to encouraging general high schools to operate diverse curricula that will improve educational quality by expanding student options in terms of courses to be taken to pursue various career paths. The project also had significant success in that the local education support office made active efforts to link the project to college admissions. The project, however, did not go through student demand surveys in developing curricula for different career paths. Furthermore, the lack of procedures for local high schools to take different roles from the whole-of-project perspective led to unit schools operating isolated subject-focused curricula. Additionally, the specialized courses in subject-focused curricula remained superficial and in small decentralized units, which indicates insufficiencies in terms of curricula connection between high school and college. In sum, subject-focused schools in Bucheon considered student career paths to provide various courses and operated unique curricula to enhance the quality of their education services. However, they ended up implementing only partial career-customized programs for a limited group of students. The study concludes by presenting multiple implications from such successes and limitations.
