중도입국 청소년을 위한 교육 지원 정책 발전 방안

국문 초록

이 연구에서는 중도입국 청소년들이 겪는 어려움과 그들을 위한 교육 지원 정책을 살펴보고, 정책의 발전 방안을 모색하였다. 중도입국 청소년들은 국내 출생 다문화 가정 자녀들과 달리 10대에 한국에 입국하여 살아간다. 따라서 가족을 비롯한 인간 관계 형성에 어려움을 겪는 경우가 많다. 또한 대부분 한국어 능력이 부족하여 학교생활을 힘들어한다. 이러한 개인적 문제 외에 법적으로도 국내 출생 다문화 가정 자녀에 비해 관련 조항이 미비하다. 현재 중도입국 자녀들을 위해 교육부의 다문화 예비학교, 여성가족부의 레인보우스쿨 등 여러 정책적 지원이 이루어지고 있다. 그러나 여전히 중도입국 청소년의 학업중단 현상이 빈번하게 일어나고 있다. 이 연구에서는 다음과 같은 교육 지원 정책의 개선점을 도출하였다. 첫째, 중도입국 청소년과 그 부모, 친구들을 위한 심리 상담을 더 제공해야 한다. 둘째, 다문화 예비학교에서 이들의 한국어 교육을 담당하는 KSL 교원의 지위를 확립해야 한다. 셋째, 다문화 예비학교, 레인보우스쿨 등 초기 적응 프로그램의 이용 기간을 늘려야 한다. 더불어 이를 제도적으로 뒷받침하기 위해 청소년복지 지원법 등 관련법에 중도입국 자녀 관련 조항을 구체화해야 한다. 넷째, 중도입국 청소년을 위한 지원 시설에 대한 당사자들의 인지율을 높여야 한다. 다섯째, 지방 자치 단체 차원의 지원 정책과 지역 주민의 참여를 확대해야 한다. 여섯째, 방송과 인터넷을 통해 다문화에 대한 원주민의 인식을 개선해야 한다. 이와 더불어 제 3국 출생의 탈북 청소년들이 다문화적 배경과 일반적인 한국인의 특성을 아울러 지니고 있음을 인식하고 이들을 위한 정책도 고민해야 한다. 이 연구가 중도입국 자녀들을 위한 교육 정책 수립에 도움이 되기를 바란다.

영문 초록

This study explored the difficulties faced by immigrant youth and the existing educational support policies, and provided possible measures to improve the policies. Immigrant youth are different from children of multicultural families (who are born in Korea) in that they move to Korea when they are teenagers. Naturally, they encounter complexities in family and other human relationships. Most of them lack proficiency in the Korean language, which also leads to poor academic performance. In addition to these personal issues, there are virtually no legal provisions for these immigrant youth. There are a number of policies in support of immigrant children, including the preliminary school system by the Ministry of Education and the Rainbow School by the Ministry of Gender Equality and Family. However, many students tend to drop out. In this study, the following measures to improve educational support policies were devised. First, there must be more counseling for immigrant youth and their parents and friends. Second, the status of KSL faculties in multicultural preliminary schools must be established. Third, the length of use of early adaptation programs such as the multicultural preliminary school and the Rainbow School must be extended. Furthermore, provisions for immigrant children in the Act on Youth Welfare Support and other laws must be concretized. Fourth, support facilities for immigrant youth must be publicized more. Fifth, support policies of local governments and participation of local residents should be expanded. Sixth, through broadcasting and the Internet, aboriginal people should improve their awareness of multiculturalism. In addition to recognizing the characteristics of ordinary South Koreans, the government should also recognize that young North Korean defectors from a third country have a multicultural background, and should consider suitable policies for them. I hope this study contributes toward the establishment of educational policies for immigrant children.
