국문 초록

본 연구의 목적은 빅데이터를 활용하여 2018년 사립유치원 사태 이해 제공과 사립유치원의 지속 가능 발전 방안을 모색하는 기초자료 제공에 있다. 계보학적 접근으로 2018년 사립유치원 사태 관련 연구, 뉴스, 검색어 자료 등의 자료를 빅데이터로 정의하고, 사태의 본질을 이해하기 위해 사태의 발단과 전개양상과 함께 사립유치원 진흥 정책시기, 정부지원 강화시기, 회계감사 갈등시기로 이어지는 2018년 사립유치원 사태의 주요 전환점의 자료를 조사하였다. 그 결과, 사립유치원 진흥 정책이 현재의 사립유치원 행·재정적 체계 및 법적 제도 수립에 영향을 주고 있었으며, 2017년 사립유치원 집단 휴업선언 및 철회사태의 촉발점은 사립유치원 회계감사 때문이었으며, 결국, 2018년 사립유치원 회계 감사 결과공개로 이어져 사립유치원 단체와 당국과의 대립이 사회적 갈등으로 확산되고 있음을 알수 있었다. 마지막으로 사립유치원 관련 갈등해소와 지속가능 발전 방안 협의를 위한 사립유치원의 설립목적, 유아교육의 공공성과 수월성, 국·공립유치원 확대, 사립유치원 설립목적과 이유 우선순위에 대한 관점주의적 질문을 통해 우리 모두의 되돌아봄이 필요함을 논의하였다.

영문 초록

The purpose of this study is to provide a basic data to understand the private kindergarten situation in 2018 and the sustainable development plan of private kindergarten using Big Data. As a genealogical approach, data such as research, news, and keyword data related to private kindergartens in 2018 were defined as big data Private kindergarten when the promotion policy, strengthen government support period, fiscal 2018 private data of the major turning points of the kindergarten situation leads to conflicts when the audit with the inception and development aspects of the situation were examined in order to understand the nature of the situation.As a result, the private kindergarten promotion policy was affecting the current establishment of private kindergartens, financial systems and legal systems. The trigger of the 2017 private kindergarten group closure declaration and withdrawal was the private kindergarten audit, which led to the disclosure of private kindergarten audit results in 2018, and the spread of conflict between private kindergartens and social authorities. We discussed the need for a retrieval of all of us through the purpose of establishing a private kindergarten for the purpose of resolving conflicts related to private kindergartens and discussing sustainable development plans, the publicity and excellence of early childhood education, the expansion of national and public kindergartens, and the purpose of establishing private kindergartens and the priorities of reasons.
