대중문화예술인 정보은행 설립의 문화 정책적 타당성 분석

국문 초록

대중문화예술인들의 열악한 근무 환경은 2014년 대중문화예술산업발전법이 제정되고 2015년 실태 조사가 시행되면서 본격적으로 알려졌다. 특히 대중문화예술산업이 성장하는 속도에 반해 대중문화예 술인에 대한 처우가 무척 열악하다는 것은 관련 종사자들의 공통된 의견이기도 하다. 물론 관련법이 제정되고 최근에는 환경이 점차 개선되고 있지만, 과거에는 상업예술이라는 특성 때문에 순수(기초)예 술보다 정부의 지원을 받기가 쉽지 않았었다. ‘2016 대중문화예술산업 심층 연구’에서는 대중문화예술 인 정보은행 설립이 종사자들의 처우 개선을 위한 방법이 될 수 있다고 제언하고 있다. 정보은행은 기획업 및 제작업 종사자들에게는 프리 프로덕션(pre-production) 단계의 비용 절감 효과가 있으며 대 중문화예술인에게는 작품참여의 기회와 정보교류의 효과가 있다. 더불어 다양한 지원정책을 통해 대 중문화예술인들의 권익향상에 일조하는 실질적인 기관이 될 수 있을 것이다. 한편 한국콘텐츠진흥원 의 대중문화예술지원센터에서는 종사자들의 경력증명 및 지원정책을 시행하고 있지만, 정부 기관의 하위 부서이기 때문에 정보은행처럼 다양한 정책을 시행할 수 없는 한계가 있다. 이에 본 연구는 문 화발전을 위한 정책적 고찰로서 대중문화예술인 정보은행 설립의 타당성에 대해 분석해 보고자 한다.

영문 초록

The poor working condition of pop culture artists started to become known to public as Pop Culture Art Industry Development Act was enacted in 2014, and its actual condition survey was implemented in 2015. Especially, workers in the related fields have a common opinion that the treatment for pop culture artists is very poor considering the rapidly growing pop culture art industry. Of course the related law was enacted and the environment is gradually improved recently, but in the past, it wasn t easy to receive government s support due to its characteristics of commercial art compared to pure(basic) arts. In-depth Study on Pop Culture Art Industry 2016 suggests that establishing information bank of pop culture artists can be a method to improve the related workers treatment. The information bank provides a cost reduction effect at the pre-production stage to those who work in planning and producing fields, and provides an opportunity of participating in works and a information exchange effect to artists. In addition, it can be a practical institute that contributes to improving the rights and interests of pop culture artists through various supporting policies. Meanwhile, Pop Culture Art Support Center of Korea Creative Content Agency implements career certificate and supporting policy for those who engage in the field, but it is a sub-division of government institute, so there is limit in performing various policies as information bank. Therefore, this study is intended to analyze the validity of establishing information bank for pop culture artists as consideration of policy for cultural development.
