국문 초록

본 연구의 목적은 전국 시 도교육청의 교원업무정상화 정책 현황을 분석하고, 이를 바탕으로 교원 업무정상화 정책의 방향을 살펴보는 것이다. 먼저, 교사 및 교직원의 업무 분류, 교원업무정상화 관련 정책의 변천 등을 살펴보았다. 다음으로, 교원업무정상화 정책 분석을 위해서는 교육활동 중심의 학 교조직 재구조화, 업무처리 시스템 개선, 인적자원 관리, 성과 평가 등의 네 영역을 중심으로 가이드 라인을 구안하였으며, 이를 바탕으로 분석한 결과 시 도교육청 교원업무정상화 정책의 공통점과 차이 점을 발견할 수 있었다. 연구결과, 교원업무정상화 정책 입안시 고려사항으로, 교육청 체제와 학교 체 제의 동시 변화, 교육청 차원 정책과 학교 차원 정책의 차별화, 교원인력과 직원인력의 원활한 협조, 교육청 및 학교시스템 변화를 통한 교육기관으로서의 본질 회복 등을 제안하였으며, 교원업무정상화 정책의 구체적 방향을 교육활동 중심의 학교조직 재구조화, 업무처리 시스템 개선, 인적자원 관리, 성 과 평가 영역별로 제시하였다.

영문 초록

The purpose of this study is to examine the direction of the normalization policies of teachers task based on analysis of the normalization policies of teachers task of the metropolitan and provincial office of education. First, it was examined the task classifications of teachers and faculty members, and the evolution of policies related to normalization of teacher’s task. Next, in order to analyze the policy of normalization of the teaches task, the guideline was developed based on four areas such as restructuring of the school system centered educational activities, improvement of the work processing system, human resource management, and performance evaluation. As a result of the study, it is concluded that simultaneous change of the office of education s system and the school system, differentiation of the office of education-level policy and school-level policy, smooth cooperation of the teacher and staff, and the restoration of the nature of the educational institution through the change of the office of education and the school system. And the specific directions of policy for normalization of teacher s work are presented in four areas: restructuring of the school system centered educational activities, improvement of the work processing system, human resource management, and performance evaluation.
