국문 초록

본 연구의 목적은 교육부 기능 개편을 통한 새로운 교육 거버넌스 구축의 내용과 향후 과제를 살 펴보는 것이다. 연구 결과는 다음과 같다. 먼저, 교육 거버넌스 구축의 방향은 ‘수평적으로 소통하는 교육 거버넌스’를 지향한다. 다음으로, 교육 거버넌스 구축의 내용은 국가교육정책을 총괄하는 기구로 서의 국가교육위원회 위상과 기능, 국가교육위원회에서 심의 의결한 교육정책을 집행하는 기구로서의 교육부 위상과 기능, 유 초 중등교육 사무에 관한 정책을 집행하는 기구로서의 시 도교육청 위상과 기능, 유 초 중등교육 관련 사무 중에서 시 도교육감의 협의가 필요하여 협의회에 상정된 안건에 대 한 협의 기구로서의 교육감 협의회 위상과 기능 등에 대하여 살펴보았다. 마지막으로, 새로운 교육 거버넌스 구축을 위한 향후 과제로 새로운 교육 거버넌스 구축 로드맵 수립, 유 초 중등교육 사무의 시 도교육청 이관 등을 포함하는교육부 기능 개편의 구체화 작업, 권한 이양 이후 유 초 중등교육을 책임지는 최종 당사자로서 시 도교육청의 교육자치 역량 제고 등을 제안하였다.

영문 초록

The purpose of this study is to examine the content and future tasks of the establishment of new educational governance through the reorganization of the Ministry of Education. First, the direction of the establishment of educational governance is oriented to horizontal educational communication system’. Next, we reviewed the contents of the establishment of educational governance. The status and functions of the National Board of Education as a body overseeing national education policy. The status and functions of the Ministry of Education as a body to implement educational policies that are deliberated and resolved by the National Board of Education. The status and functions of the city and provincial office of education as an organization that enforces policies on preschool, elementary and secondary education affairs. The status and functions of the Superintendent Council as a consultative body for the agendas proposed in the council, as it is necessary to consult with the Superintendent in affairs related to preschool, elementary and secondary education affairs. Finally, as a future task for the reorganization of the educational administration system, we proposed a reform roadmap, concrete work on the reform of the Ministry of Education, and enhancement of the educational self-government capacity of the city and provincial education offices.
