학교 행정직원을 위한 안전교육의 내용구성에 관한 연구

국문 초록

본 연구에서는 학교에 근무하는 교원과 행정직원의 학교안전에 대한 인식을 조사하여 비교하고, 이를 토대로 안전교육의 내용과 안전사고 관리 과정을 통합하는 학교 행정직원 대상 안전교육 내용구성 매트릭스를 고안하였다. 대구광역시교육감 소속 지방공무원과 교원 등 2,788명을 대상으로 실시하고 997명이 응답한 설문조사 (2015.9.∼2016.6. 수행)에서 지방공무원은 교원에 비해 학교안전이 본인의 업무와 연관성이 적다고 답변하였고, 안전에 대한 인식도도 낮아서 이들에 대한 안전교육이 필요한 것으로 나타났다. 학교 행정직원에 대한 안전교육의 내용은 생활안전, 재난 안전, 응급처치 영역을 중심으로 구성하되 업무의 특성을 감안하여 조정하였다. 행정직원들은 사고의 예방뿐만 아니라 유사시 상황에 대응해야하고 사후의 복구과정 까지를 업무영역으로 하므로 사고를 하나의 흐름으로 인식하고 대처해 나갈 수 있도록 교육할 필요가 있다. 이에 교육내용을 행(Columns)으로 하고, 예방, 대비, 대응, 복구의 사고처리 과정을 열(Rows)로 하는 안전교육 내용구성 매트릭스를 제시하였 다. 이를 통해 안전교육의 범위를 예방 중심에서 사후처리 과정까지로 확장하였다는 데 의의가 있다. 학교 행정직원 대상 안전교육 프로그램은 국가적 차원에서 표준적 교육프로그램으로 개발하여 지속가능하도록 제도화할 것을 제안한다.

영문 초록

By investigating and comparing the recognition of a school faculty with the one of school administrative staff on school safety, this study is designed to form a matrix with safety education content formation targeted on school administrative staff, which combines the contents of safety education with the process of safety accident management. The questionnaire survey, which was taken from Sep, 2015 to Jun, 2016, was carried out on the total 2,788 local school service workers and faculty, who work under the superintendent of Daegu Metropolitan Office of Education. Among those questioned, 997 persons answered these questionnaires. In the survey, the local school service workers replied that the school safety is less connected with their jobs than with the ones of a faculty. Moreover, their recognitions on safety are weaker than those of a faculty, thus requiring the local school service workers to be trained about safety education. The contents of safety education on those school administrative workers are focused on daily life safety, disaster safety and first aid sector, but they are adjusted on the basis of job nature. The school service workers should make a preventive measure against an accident, respond quickly to an emergency and take recovery actions after an accident. Therefore, they need to be educated, in order to recognize an accident as one of trends and to deal with it. So, I make a matrix with safety education content formation, in which the education contents are showed in the columns and mitigation(prevention), preparedness, response and actions of recovery after an accident are showed in the rows. Through this matrix, the scope of safety education can be expanded from the prevention to the post-processing procedure. I propose that the safety education program on the school administrative staff should be developed and institutionalized as a standard education program for continuation on a national level.
