초·중학교 기초학력 보장정책이 교사의 수업 활동에 미치는 영향: 정책 집행에서의 학교 민주성의 매개효과를 중심으로

국문 초록

학교 의사결정 민주성의 매개효과를 검증하였다. 연구 결과, 기초학력 보장정책에 대한 교사의 인식은 수업 및 학생지도 방식과 수업계획 모두에 유의미한 정적 영향을 미쳤으며, 학교 의사결정 민주성은 교사의 정책 인식이 수업 활동에 미치는 영향을 부분적으로 매개하는 것으로 나타났다. 또한, 초등학교와 중학교 교사 간의 유의미한 차이는 발견되지 않았으며, 이는 학교급과 무관하게 교사의 정책 인식 정도를 제고하는 것이 중요함을 시사한다. 이러한 연구 결과를 바탕으로, 기초학력 보장 정책의 효과적 집행을 위해 단위학교 차원에서는 교사들의 의사결정 권한 확대 및 의사결정 기구 활성화가 필요하며, 시·도교육청 및 교육지원청 차원에서는 관련 교사 연수 기회의 확대가 필요하다는 점을 제언하였다.

영문 초록

This study utilized data from the "Seoul Education Longitudinal Study 2020" (second phase) to analyze the impact of elementary and middle school teachers' perceptions of the Basic Academic Achievement Guarantee Policy on their instructional activities, while also examining the mediating effect of democratic school decision-making. The results revealed that teachers' perceptions of the policy positively and significantly influenced both teaching methods and lesson planning. Additionally, democratic decision-making within schools partially mediated the relationship between teachers' policy perceptions and their instructional activities. No significant differences were found between elementary and middle school teachers, indicating that enhancing teachers' understanding of the policy is crucial regardless of school level. Based on these findings, the study suggests that effective implementation of the Basic Academic Achievement Guarantee Policy requires expanding teachers' decision-making authority and activating decision-making bodies at the school level. Furthermore, at the district and municipal education office levels, there is a need to increase training opportunities for teachers related to this policy.
