학교업무정상화를 위한 현장 중심의 운영 모형 비교: 운영 사례 분석을 중심으로

국문 초록

본 연구는 학교업무정상화 정책을 도입한 사례를 범주화하고, 각 모형을 체제론으로 분석하였다. 분석 대상은 시·도 교육청 정책보고서 및 관련 연구자료에서 수집한 17개교의 학교업무정상화 정책 운영 사례로, 교무행정전담팀 모형, 부장교사 중심 모형, 학년부 중심 모형으로 범주화하였다. 그리고 Hoy & Miskel의 체체론에 근거, 각 모형을 환경(외부 환경), 투입(교직원 및 학교 현황), 과정(구조체제, 문화체제, 정치체제, 개인체제), 산출(업무 관련 목표 달성, 교육 관련 목표 달성, 구성원 만족도, 평가 및 환류)의 측면에서 분석하였다. 세 모형은 교육환경의 변화로 인한 행정업무량의 증가, 학교업무정상화에 대한 공감대 형성, 지역교육청의 지원이라는 공통의 환경에 노출되어 있었다. 담임교사 행정업무 제로화를 추구하는 전담팀 모형과 부장교사 중심 모형은 업무전담팀을 중심으로 행정업무를 처리하면서 업무 효율성을 높이고, 담임교사에게 학생 지도에 집중할 수 있는 시간적·심리적 여유를 준 반면, 전담팀 소속 교사들의 정체성 혼란과 소외감, 과도한 업무 부담의 문제를 안고 있다. 학년부 소속 담임교사들도 교무행정업무 일부를 담당하는 학년부 중심 모형은 교육활동 중심으로 학교 조직을 운영한다는 점에서 교육효과성이 높았으며, 전담팀에게 집중되는 업무 부담을 다소 해소할 수 있는 장점이 있으나 소규모 학교에는 적용하기 어려운 단점이 있다.

영문 초록

This study categorized cases of school work normalization policies introduced over the past decade and analyzed each model from the perspective of system theory. The analysis targeted school work normalization policy cases from 17 schools collected through policy reports from municipal and provincial education offices, as well as related research materials, categorized into educational administration task team model, head teacher-centered model, and grade department-based model. Then, based on Hoy & Miskel's system theory, each model was analyzed in terms of environment (external environment), input (staff and school context), process (structural system, cultural system, political system, individual system), and output (achievement of task-related goals, achievement of educational goals, member satisfaction, evaluation, and feedback). The three models were exposed to a common environment characterized by an increase in administrative workload due to changes in the educational environment, formation of consensus regarding the normalization of school work, and support from regional educational offices. Task team model and head teacher-centered model, which aim for zeroing administrative tasks of homeroom teachers, focus on processing administrative tasks efficiently, thereby providing homeroom teachers with temporal·psychological flexibility to concentrate on student guidance. However, they face challenges such as identity confusion and alienation among teachers in the task teams, as well as excessive workload burdens. Grade-level centered model, where homeroom teachers in each grade handle some administrative tasks, has the advantage of partially alleviating the workload burden on the task team, but it is difficult to apply in small-scale schools.
