국문 초록

본 연구는 주택시장 안정화 정책 수단인 LTV 및 DTI 규제가 주택가격에 미치는 영향을 살펴보고자 LTV 및 DTI 자료를 이용하여 사건연구 방법으로 실증분석하였다. 사건당월(0)의 평균초과수익률(AR)은 LTV 와 DTI 규제 완화 및 강화에 모두 유의하지 않은 것으로 나타났다. 누적초과수익률(CAR)은 LTV 및 DTI 규제 완화시 +2개월까지는 상승하며 1%에서 유의하였으나, +3개월 후부터는 유의하지 않는 것으로 나타났다. 규제 강화시에는 +2개월부터 지속적으로 하락하며 5% 수준에서 유의하게 나타났다. 한편, 규제 강화시 주택가격에 영향을 미치는 요인은 규제 강화 더미변수로서 규제 강화 10%는 평균초과수익률을 3.8% 하락시키는 효과가 있는 것으로 나타났다. 이러한 분석결과는 규제 완화보다 규제 강화가 주택가격에 더 지속적으로 영향을 미친다는 것을 의미한다. 지나친 주택시장 규제는 시장에 부정적 시그널을 보내어 경기하락으로 이어질 수 있기 때문에 인위적인 규제보다 공급확대 정책이 필요하다.

영문 초록

The objective of this study is to examine the effect of the LTV and the DTI, the political regulations for housing market stabilization, on the housing price. The data on LTV and DTI were empirically analyzed with the event study approach. The average abnormal return (AR) for the month of the study was not statistically significant for relaxation and strengthening of the LTV and the DTI regulations. The cumulative abnormal return (CAR) increased for two consecutive months after the relaxation of the LTV and the DTI regulations at the 1% significance level. However, it was found to be insignificant after the third month. When the regulations were strengthened, the CAR continuously decreased after the second month, and it was significant at the 5% significance level. On the other hand, the factor that affected the housing price when the regulations were strengthened was the dummy variable. And a 10% increase in regulation strengthening had an effect of decreasing the AR by 3.8%. Such analysis shows that strengthening of the regulations has a more continuous effect on the housing price than the relaxation of the regulations. Excessive control of the housing market sends negative signals, which could lead to an economic decline. Therefore, it is necessary to establish a policy on supply expansion rather than artificial regulation
