학생부종합전형에 대한 비판적 고찰 및 개선방안

국문 초록

우리나라 대입전형의 변화 중 가장 급격한 변화는 입학사정관 전형과 그 뒤를 이은 학생부종합전형의 도입을 들 수 있다. 학생부종합전형의 급격한 확대는 정성적 평가의 성격을 담고 있는 학생부종합전형 평가에 대한 공정성·신뢰성 문제를 불러 일으켰고, 이는 학생부종합전형의 존폐문제로 확대되었다. 이 연구를 위하여 선행연구를 분석을 통해 학생부종합전형의 공정성에 대한 인식을 살펴본 뒤 학생부종합전형의 개선방안을 마련하고자 하였다. 그 결과 학생부 기록에 대한 신뢰성 문제와 입학사정관의 평가 전문성에 대한 사회적 공감대 형성이 필요한 것으로 나타났다. 또한 학생부종합전형 운영과정에서 나타난 절차적 공정성 문제를 확인할 수 있었다. 이러한 문제점을 해결하기 위해 학생부기록 상호 검증시스템 구축, 학교생활기록부 작성 및 관리지침에서 벗어난 기록 대입전형자료로 미 제공, 전문성을 갖춘 사정관 중심 평가 운영, 공공입학사정관제의 도입, 학교 교육과정의 변화와 연계된 표준적 평가기준 마련, 사정관 별 최대 평가건수 제한, 평가기간 내 행정업무 병행금지 규정 제정, 회피·제척 시스템의 제도적 보완 등이 필요한 것으로 논의하였다.

영문 초록

One of the most rapid changes in the Korean admission model is the introduction of the admission office and the introduction of a comprehensive selection of the student department. The rapid expansion of the student selection process led to a problem of fairness and reliability in the comprehensive evaluation of the student division, which is a qualitative evaluation. The purpose of this study was to examine the perception of fairness in the comprehensive selection of students by analyzing the previous research and to improve the method of comprehensive selection of the students. As a result, it is necessary to establish the social consensus on the reliability of the records of the student department and the expertise of the admissions officer. Also, procedural fairness problems in the process of student selection process were found. In order to solve these problems, it is necessary to establish mutual verification system of student department records, to provide the records as substitute selection data deviating from school life record preparation and management guidelines, to provide professional evaluation centered evaluation, The limitation of the maximum number of appraisals by appraisers, the enactment of the prohibition of parallel execution of administrative tasks within the evaluation period, and the institutional complementation of the avoidance and remediation system.
