인지실패, 실수, 아차사고 및 사고의 관계 : 철도기관사와 검수직 종사자의 비교

국문 초록

본 연구는 ‘큰 사고가 일어나기 전 일정 기간 동안 여러 번의 경고성 징후와 전조들이 발생한다’는 하인리히 법칙에 착안하여 경고성 징후들이 실제로 중대 사고와 유의한 인과관계가 있는지를 철도조직의 기관사 및 검수직 집단에 적용하여 통계적으로 확인해보려는 목적에서 시도하였다. 이를 위해 일종의 경고성 징후 혹은 전조라고 할 수 있는 인지실패(cognitive failure), 실수(mistake) 및 아차사고(near-miss), 그리고 실질적 피해를 동반하는 책임사고(responsibility accident) 간에 어떤 구조적 인과관계가 성립하는지를 실증적으로 분석하고 서로 다른 과업을 수행하는 철도기관사와 검수직 종사자를 대상으로 인과관계의 유사점과 차이점을 밝혀보고자 하였다. AMOS를 활용한 통계적 실증분석 결과, 직무특성의 차이에도 불구하고 기관사와 검수원의 두 집단 모두 공통적으로 ‘인지실패⟶실수⟶아차사고’ 및 ‘실수⟶아차사고⟶책임사고’의 경로에서 인과관계가 도출되었다. 한편 두 집단은 일부 경로에서는 서로 다른 인과관계를 보였다. 이는 하인리히 법칙이 시사하는 구조적 인과관계 이외에 직무별 특성에 따라 여타의 경로에서 서로 다른 인과관계가 도출될 수도 있다는 사실을 의미하는 것이다.

영문 초록

This study intended to statistically highlight the actual causal relationship between the warning signs of danger and the severe accident, based on Heinrich law saying ‘there presumably happen lots of warning signs during a certain period of time before the burst of big accident’ focusing on train drivers and rollingstock inspectors. To attain this purpose, the authors tried to analyze empirically the structural causality between warning signs or portents such as cognitive failure, mistake, and near-miss and responsibility accident accrued by actual damage, and also tried to find out similarity and difference between two groups, that is train drivers and rollingstock inspectors doing different tasks. The results from AMOS statistics showed that there exist common causality in the path ‘cognitive failure ⟶ mistake ⟶ near-miss’ and ‘mistake ⟶ near-miss ⟶ responsibility accident’ despite their different task traits. Meanwhile, two groups showed different causality in some paths. This fact means that there can be different causality in other paths based on the traits of tasks, despite the structural causality testified by Heinrich law.
