어촌마을의 어가소득에 영향을 미치는 요인에 따른 정책방향에 관한 연구 - 충청남도 태안군 어촌마을을 대상으로 -

국문 초록

본 연구는 충청남도 태안군 어촌마을 87개소의 소득에 영향을 미치는 요인을 분석하였다. 분석은 2017년 기준 어촌마을의 소득을 바탕으로 측정되었으며, 조사표를 통해 직접 어촌계장이나 마을 리더등에게 객관적인 지표와 함께 면담형태로 이루어졌다. 선행연구를 통하여 어촌마을만의 특수한 형태인 어촌계, 어선세력 등을 분석의 변수에 추가함으로써 그 특성을 부각시키고자 하였다. 분석 결과 어촌마을 소득에 영향을 미치는 요인으로 인구 수, 어업 인구, 어촌계기금, 어선세력, 지원사업, 축제개최가 도출되었다. 인구 수가 많을수록 어업 인구가 적을수록 어촌계 기금이 적을수록, 어선세력이 많을수록, 지원사업을 받은 횟수가 많을수록, 축제개최 수가 적을수록 어가 소득에는 긍정적인 영향을 미치는 것으로 나타났다. 이와 같이 도출된 결과는 결국 어촌지역만의 특성을 잘 반영한 결과로 보여진다. 따라서 노동력과 관련된 문제로 고령화되어지고 있는 어촌마을에 소득 및 활력을 되찾기 위한 귀어귀촌 정책과 어촌종합개발사업과의 연계 등 다양한 지원이 필요할 것으로 판단된다.

영문 초록

This study analyzed the factors affecting the income of 87 fishing villages in Taean-gun, Chungcheongnam-do. The analysis was based on the income of fishing villages as of 2017, and was conducted in the form of interviews with objective indicators directly to fishing village managers and village leaders through a survey table. Through previous studies, the characteristics of the fishing villages and fishing vessels were added to the analysis variables. As a result, the population, fishing population, fishing village fund, fishing force, support project, and festival holding were derived as factors influencing income of fishing village. The larger the population, the smaller the fishery population, the fewer the fisheries fund, the more fishing vessels, the higher the number of support projects, and the fewer the festivals, the more positively the fishery income. In conclusion, the result is considered to reflect well the characteristics of the fishing village. Therefore, it is necessary to provide various support such as linking with the fishery village policy to regain income and vitality in the fishing villages that are aging due to labor-related problems and linking with the comprehensive fishing village development project.
