시진핑 시대, ‘중화 우수 전통문화’의 함의와 발전 방향

국문 초록

2021년은 중국공산당 창당 100주년이 되는 해이다. 시진핑 주석은 창당 100주년 기념 연설에서 공산당 100년의 주요 성과와 향후 100년의 발전 방향과 목표를 제시했다. 주목할 점은 공산당이 앞으로 나아가야 할 2번째 100년의 목표로 ‘마르크스주의 중국화’가 제시되었고, 그 실천적 방안 중 하나로 마르크스주의와 중국 전통문화와의 결합에 대한 요구가 공식화되었다는 것이다. 시 주석은 마르크스주의 중국화가 제대로 된 방향으로 나아가기 위해서는 반드시 ‘중화 우수 전통문화’에 기반해야 한다고 강조했다. 중국공산당 역사에서 국가 발전을 위한 전략적 과제로 전통문화를 내세운 것은 시 정부가 처음이다. 시 주석은 집권 초기부터 중국 전통문화에 대한 자신감을 강조해 왔고, 중국공산당이 중화의 위대한 전통문화를 계승, 발전시켜야 할 주체임을 피력했다. 시 주석의 전통문화 보호 정책은 기본적으로 전임 지도부의 정책을 계승한 것이지만, 전통문화를 국가 발전의 전략적 과제로 공식화하고 정부 주도로 전통문화 발전사업을 시행하는 것은 과거보다 한 단계 더 나아간 행보이다. 하지만, 현재 시 주석의 연설과 정부 문건에 적시된 ‘중화 우수 전통문화’의 개념이 단순히 과거에서부터 전승되어 온 유무형의 전통문화를 이야기하지 않는다는 점에 주의를 기울일 필요가 있다. 본 논문은 시진핑 정부가 발표한 전통문화 관련 강화(讲话)와 전통문화 발전 프로젝트 관련 문건의 분석을 통해 중국 정부가 말하는 소위 ‘중화의 우수한 전통문화’의 함의가 무엇이며, 전통문화를 발전시키기 위한 구체적 행보와 발전 방향을 살피는 데 목적이 있다. 이는 중국 정부가 자국의 전통문화를 어떻게 범주화하고, 국책사업을 통해 지향하는 ‘숨은 의도(Hidden Agenda)’가 무엇인지를 밝히는 데 상당히 중요하며, 현재의 중국을 이해하는데 매우 긴요한 작업이라 하겠다.

영문 초록

This paper aims to analyze the content of the project for the development of Chinese traditional culture being promoted by the Xi Jinping administration and, based on this analysis, examine the meaning of “Chinese Excellent Traditional Culture” as reflected in Communist Party documents and the direction of the project's development. In his speech commemorating the 100th anniversary of the founding of the Chinese Communist Party in 2021, President Xi Jinping outlined the party's major achievements over the past century and its goals for the next hundred years. President Xi emphasized “Sinicization of Marxism” as the party's goal for the future century and proposed combining Marxist principles with China's traditional culture as a practical methodology. He stated that the success of “Sinicization of Marxism” must be based on China's traditional culture. President Xi has repeatedly expressed confidence in China's traditional culture since the early days of his administration. He emphasized that the Chinese Communist Party is the inheritor and promoter of China's traditional culture. While President Xi's policies for the development of traditional culture build upon those of previous leadership, they are evaluated as more proactive, as they present the transmission and development direction of traditional culture as a task for the next hundred years and promote government-led projects for the development of traditional culture. However, it is necessary to note that “Chinese Excellent Traditional Culture” as mentioned in President Xi's speeches and government documents does not simply refer to traditional culture passed down from the past. In Chapter 2, the analysis will focus on President Xi's speeches on traditional culture, government documents related to “Chinese Excellent Traditional Culture,” and relevant policies to examine the content and direction of the Chinese Communist Party-led project for the development of Chinese traditional culture. Chapter 3 will delve into a detailed analysis of what “Chinese Excellent Traditional Culture” signifies based on the analysis conducted in Chapter 2. Understanding the content and direction of China's traditional culture development project is highly meaningful in comprehending present-day China. Moreover, since Korea shares aspects of traditional culture such as Chinese characters and Confucianism with China, it is important to pay attention to the direction of development of Chinese traditional culture.
