시민교육 방향 모색을 위한 영국과 대만 시민교육과정의 탐색적 논의

국문 초록

사회과 교육은 시민교육의 중요한 핵을 담당하고 있음에도 불구하고, 시민교육에 대한 사회과 교육의 역할에 의문이 제기되고 있으며 새로운 시민교육 교과 개설에 대한 필요성이 거론되고 있다. 이에 본 연구에서는 우리나라보다 오랜 시민교육의 역사를 지녔으나 최근에 시민교육을 공교육으로 전환한 영국과 우리나라와 유사한 시민 교육 역사를 지닌 대만의 시민교육과정의 특징을 탐색하여, 시민교육으로서의 우리나라 사회과 교육의 방향성을 설정해 보고자 하였다. 사뭇 상반된 두 나라의 시민교육 역사는 교육과정 성취기준 진술 방식에서도 영국은 주요 학습 내용만 간략하게 제시한 반면, 대만은 상당히 구체적인 내용까지 제시하는 차이점을 보였다. 그러나 두 국가 모두 학습 내용은 정치, 경제, 법을 기반으로 하고 있으며, 교과를 운영하는 데 있어 실천적 측면은 단순히 문서로만이 아니라 실질적으로 학생 활동을 통해 운영하고 있다는 특징이 있었다. 이러한 결과를 기반으로 우리나라 시민 교과로서 사회과 교육과정의 방향성에 대한 논의를 전개하였다.

영문 초록

The purpose of this study is to explore the implication on how to improve Korean citizenship education by analyzing citizenship curriculum in England and Taiwan. The origin purpose of social studies lies in educating young students to be good citizens. Although social studies pay an important role in citizenship education in Korea, some policy makers and educators raise their voice to create a new subject for the purpose of citizenship education given that the current social studies do not work well for citizenship education. Before the creation of a new citizenship subject, this study attempts to find a way of reviving the current social studies education by exploring other citizenship subject in other countries: England and Taiwan. England has a different democratic history from, while Taiwan has a similar democratic history with Korea. On the other hand, citizenship education is a mandatory course in both countries. Through comparing two countries, this study reveals how to promote and reconstruct Korea citizenship education better.
