국문 초록

본 연구는 해외 ODA새마을사업의 성공적인 정책이전과 사업의 효과성을 제고하기 위해 제도적 측면은 물론 문화적, 비제도적 환경요인을 함께 연구하고자 하였다. 1970년대 새마을운동 추진과정에서 비공식적 제도라고 할 수 있는 유교문화와 농촌마을의 전통적인 공동체문화의 영향력을 살펴보고 해외 새마을 ODA사업을 기획 및 집행하면서 수원국의 사회문화적 특수성이 반영될 수 있도록 ODA사업을 기획할 것을 제시하였다. 새마을운동은 주민의 참여와 순응이 없이는 성공적인 결과를 담보할 수 없는 성격의 공적사업이다. 때문에 새마을운동을 수용하려는 정부는 한국의 비제도적 환경을 이해하고, 정책이전을 고려하는 우리정부도 ODA새마을사업을 기획하고 추진함에 있어 현지의 마을여건과 주민들이 공감하고 협력할 수 있는 정책대안을 마련하는 것이 필수적이다. 정책을 수립하는 정부와 관료집단은 제도만으로는 지역사회개발 정책의 효과를 극대화할 수 없기 때문에 문화와 비제도적 환경에 부합될 수 있도록 정책을 기획하는 것이 필수적이다. 본 논문은 새마을운동을 설명함에 있어 우리민족에게 뿌리깊이 남아있는 유교문화와 지역공동체의식, 그리고 경제발전의 선순환구조와 자본주의 사상의 도입과 같은 문화적 요인에 대한 이해가 없이는 새마을운동의 정확히 설명할 수 없다는 것을 사례 및 내용분석을 중심으로 증명하고자 하였다.

영문 초록

This study is to research the formal and informal institutional effects for better policy transfer and higher effectiveness of ODA Saemaul projects. This study suggested to be reflected the characteristics of social, cultural conditions when it has been preparing the Saemaul ODA projects.This study analyzed the effects of confucianism and traditional sense of social tie of rural communities on the Saemaul Development(Undong) in Korea. Saemaul Development was public policy which could not possible to be successful without the citizens’ participation and compliance of them. This study recommends that both of the recipient and transferring countries of the Saemaul Development try to make ODA Saemaul projects based on informal institutional and cultural understanding. It is necessary for government and bureaucratic cabinet should be in coincidence with cultural and informal conditions of a community to maximize the effects of community development policy. This study try to verify that is almost impossible to exactly explain the Saeamul Development without understanding of long history of confucianism and sense of community, virtuous circle of economic development and embededness of capitalism.
