노인돌봄서비스의 문제점과 개선방안에 관한 고찰

국문 초록

본 연구는 노인돌봄 사업의 변화, 노인돌봄 사업의 유형과 서비스 대상, 서비스 내용을 이해하고, 노인돌봄 사업의 문제점을 파악하였다. 또한 2020년 1월부터 시행되는 노인맞춤돌봄서비스 사업과 지역사회 통합돌봄(커뮤니티 케어) 선도사업에 대한 비교하면서 나아갈 방향에 대해 고민해보고자 한다. 이를 위해서 노인돌봄사업 안내서와 문헌고찰을 통해 자료를 수집하였다. 연구결과, 첫째, 재가복지와 유사한 노인 돌봄서비스가 유형별로 다양하게 서비스가 제공되고 있어서 사업수행 기관과 사업 대상자에게 혼란을 주었기에 노인돌봄서비스의 통합 운영은 매우 적절하다. 둘째, ‘노인돌봄서비스’ 와 ‘커뮤니티 케어’라 불리는 두 사업의 전달체계를 명확히 해야 하고, 노인돌봄의 특성을 위해 의료와 복지가 통합되어 운영될 수 있도록 서비스 제공인력의 구성되어야 한다. 셋째, 서비스 제공인력의 전문성 향상과 처우 개선에 관심을 가져야 한다. 넷째, 2020년부터 시행되는 노인맞춤돌봄서비스와 지역사회 통합돌봄 서비스에 대한 비교 연구를 통해 보다 나은 서비스가 제공될 수 있도록 해야 한다.

영문 초록

This study understands the changes in the care service for the elderly, the types and services of the care service for the elderly, the contents of the service, and identifies the problems of the care service for the elderly. In addition, I would like to consider the direction to go forward by comparing the elderly personalized care service project and the leading community integrated care (community care) project that will take effect from January 2020. To this end, data were collected through a guidebook for elderly care and literature review. As a result of the study, first, since the elderly care service similar to home welfare is provided in various ways by type, it is very appropriate to operate the integrated care service for the elderly because it has confused the organization and the target audience. Second, the delivery system of two projects called “elderly care service” and “community care” should be clarified, and the service provider must be composed so that medical care and welfare can be integrated and operated for the characteristics of care for the elderly. Third, attention should be paid to improving the professionalism and treatment of service providers. Fourth, better services should be provided through comparative research on elderly customized care services and community integrated care services that will be implemented from 2020.
