상주 봉강마을 꾸러미공동체운동의 의미에 관한 연구

국문 초록

한국농촌은 1960년대 이후 산업화와 도시화에 따라 주변적 위치로 밀려났다. 1980년대 농산물 수입자유화는 농업의 위기를 심화시켰다. 여기에 농촌의 고령화와 공동화가 더해져서 농촌과 농민은 자립과 존립을 위협받는 위기적 상황에 놓여 있다. 그럼에도 농업이 지속가능한 미래발전의 중심이라는 신념 아래 마을공동체를 기반으로 농촌의 위기상황을 극복하려는 공동체운동은 계속되고 있다. 여기서는 마을을 중심으로 한 대표적 공동체운동 사례인 상주 봉강마을 꾸러미공동체를 중심으로 농촌마을 공동체운동의 전개와 대안적 의미를 탐색해 보고자 하였다. 꾸러미공동체의 의미에 대한 평가는 선행연구를 토대로 하여 대안성, 지속 가능성, 수용성, 특화와 같은 네 가지 기준을 적용해 보았다. 여성농민이 중심이 되어 전개하는 꾸러미공동체 활동은 대안성, 수용성, 특화 측면에서는 높은 점수를 받은 반면, 지속가능성 측면에서는 보통 정도로 나타나 전체적으로 높은 평가를 받았다. 이러한 꾸러미공동체의 성과는 마을을 중심으로 지속된 다른 대안적 공동체운동과의 상호연계성, 변화된 리더십 그리고 생활이슈의 발굴과 추진을 통해 이루어진 것임을 확인할 수 있었다. 특히 꾸러미공동체가 개방적이고 민주적인 운영으로 주민참여를 활성화함으로써 농촌마을의 변화를 추진하는 새로운 문화를 구현하고 있는 것을 알 수 있었다.

영문 초록

The purpose of this article is to evaluate the alternative values of rural village community movement in the case of the Package Community in Bonggang Village of Sangju County. We modified the evaluation models of previous researches for vitalizing rural society. We set the four criteria of evaluation for the Package Community in Bonggang Village: alterity, sustainability, acceptability and specialization. For this study 52 residents in the village and their related people were interviewed. Among them, 8 people were selected as final evaluator for the Package Community Movement. As a result, the Package Community of Bonggang Village got high points in terms of three criteria: alterity, acceptability and specialization. The grade of sustainability is relatively lower than the other three criteria. It is an exemplary case of village community movement to enhance peasants’ self-esteem and to solve agricultural and rural crisis. It aimed to pursue the symbiotic relationship between urban society and rural society. It also tried to raise the marginal status of women peasants to the leading position in the village. It made efforts to maximize residents’ participation in the decision-making of the village. In summary, it succeeded in expanding economic capital, human capital, social capital and eco-capital of the village. In conclusion, we have to pay much attention to the shaping a sustainable participatory culture through the Package Community Movement in Bonggang Village.
