교육정책의 정당성 제고의 방향과 과제

국문 초록

이 연구는 최근 교육정책의 잦은 변경과 정치적 갈등의 원인을 교육정책의 정당성 위기 문제로 보고, Habermas의 의사소통적 합리성을 중심으로 교육정책의 정당성 제고의 방향과 과제를 탐색하고자 하였다. 이를 위해 정책의 정당성과 그 원천으로서의 합리성의 개념과 다양한 관점을 논구한 다음 Habermas의 의사소통적 합리성 이론을 고찰하였다. 이어 교육정책의 특수성과 우리나라 교육정책과정에서 나타나고 있는 합리성의 문제를 논의하고, 이를 바탕으로 교육정책의 정당성 제고를 위한 방향과 과제들을 도출하였다. 교육정책의 정당성 제고를 위한 향후 과제로 1) 공론의 과정과 절차의 제도화, 2) 정책문제의 정의단계에서부터 논증적 공론과정 필요, 3) 공론참여자의 동등한 참여기회와 의사결정권 보장, 4) 비판의 자유 보장, 5) 교육정책의 공론 업무를 (가칭)국가교육위원회의 주요 업무로 삼고, 공론 업무에 관한 제반 사항을 명시한 규정을 마련할 것 등을 제안하였다.

영문 초록

The study considered frequent changes in educational policy and political conflicts as a matter of urgency, and sought to explore the direction and challenges of education policies centered on the legitimacy of the education policy. To this end, we reviewed various perspectives of the legitimacy of the policy and the concept of rationality, as its source, and communicative rationality theory of Habermas. And discussing the specificity of the education policy and the problems of the rationality of the education policy in Korea, we derived the direction and tasks of the education policy. Based on these discussions, the tasks to improve the legitimacy of the education policy are as follows; 1) the government system and institution to establish process and procedure for deliberation of public opinion, 2) free and open argument for public opinion in defining policy problems, 3) ensuring equal opportunities and decision-making rights for participants in deliberation process of public opinion, 4) ensuring freedom of criticism 5) assigning (Tentatively named) National Council of Education the tasks of deliberation of public opinion and establishing relevant regulations.
