한국과 싱가포르의 교사학습공동체 운영 실태 비교 연구

국문 초록

연구목적: 본 연구는 OECD의 TALIS 2018 자료를 활용하여 한국과 싱가포르의 교사학습공동체 운영 실태를 비교 분석하기 위해 수행되었다. 연구방법: 본 연구에서는 양국에서 하향식으로 추진되는 교사학습공동체 정책의 운영 실태를 비교하려는 목적으로 t-test와 다층모형 분석 방법을 실시하였다. 구체적으로, 양국 교사의 교사학습공동체 참여 빈도를 살펴보고 그것이 교사학습공동체의 두 가지 목표인 교사의 수업전문성 향상 및 학생의 학습 증진과 어떠한 관계를 보이는지 비교하여 살펴보았다. 연구결과: 주요 연구 결과는 다음과 같다. 첫째, 한국과 싱가포르 모두 교사들의 교사학습공동체 참여 빈도가 2013년에 비해 2018년에 유의하게 높아졌으며, 싱가포르 교사들이 한국 교사들에 비해 교사학습공동체에 보다 빈번하게 참여하는 것으로 나타났다. 둘째, 양국 모두 한국과 싱가포르 교사들의 교사학습공동체 참여 빈도는 교사효능감와 긍정적인 관계를 보였으나, 학급 학업성취와 통계적으로 유의한 관계를 보이지 않았으며 심지어 한국의 경우 학급 학업성취와 부적인 관계를 보였다. 논의 및 결론: 이러한 연구 결과를 바탕으로, 하향식 교사학습공동체 정책에 대한 무조건적인 비판은 자제하되, 교사학습공동체와 학생 학업성취도의 긍정적 연관성을 높이는 방안을 반드시 모색해나가야 함을 제언하였다.

영문 초록

Purpose: This study was conducted to compare and analyze the operation status of professional learning communities in Korea and Singapore using the TALIS 2018 data implemented by OECD. Method: In this study, in order to compare the operation status of the top-down professional learning community policies in both countries, a t-test analysis method and a multi-level modeling analysis method were conducted. Specifically, the frequency of teachers' participation in the professional learning communities in both countries was examined, and the relationship between the frequency of teachers' participation and the two goals of the teacher learning community was compared and examined. Results: The study results were summarized as follows. First, in both Korea and Singapore, the frequency of teachers' participation in the professional learning communities increased significantly in 2018 compared to 2013, and it was found that Singapore teachers participated in the professional learning communities more frequently than Korea teachers. Second, in both countries, the frequency of Korean and Singaporean teachers' participation in the professional learning communities showed a positive relationship with teacher efficacy, but the frequency of Singaporean teachers' participation in the professional learning community did not show a statistically significant relationship with class academic achievement, and even in Korea, there was a negative relationship with class academic achievement. Conclusion: Based on the results of this study, it was suggested to refrain from unconditional criticism of the top-down professional learning community policy, but to seek ways to increase the relationship between the professional learning community and student academic achievement.
