국문 초록

본 논문은 한국이 GCC 6개국에 원할한 상품 수출을 위해 TBT를 제거/완화하는 적절한 방법에 대하여 연구 및 분석하는 것이다. 즉, 표준, 기술 규정(규격), 적합성평가 및 시험인증 제도를 개선하는 방안이 무역기술장벽(TBT)을 제거/완화하는 전략이라고 할 수 있다. 특히, 적합성 평가 절차가 무역기술장벽(TBT) 제거/완화하기 위한 전략적 수단이다. 본 논문은 국가의 기술 규정 및 표준에 부합하는 국제 표준을 무역기술장벽(TBT) 관련 특정 무역 문제(STC)를 미연에 방지하기 위해 모든 WTO회원국과 무역기술장벽(TBT) 협정에 따라 서전 협의하여 분쟁을 예방하고 있는 것을 살펴보았다. 본 논문에서는 다음의 연구 방법론을 바탕으로 국제 법률, 규칙 및 시스템을 분석한다. 먼저, 2차 자료 분석을 검토하고 실태조사 및 전문가 집단 토의(FG.I,) 3회전의 분석결과에 따라 표준, 기술 규정, 적합성 평가, 시험 및 인증 절차, 검사등 관련 국제 법, 규칙 및 시스템 분석을 비교연구하는 것이고 둘째, 전기/전자 테스트, 시험인증 및 교정을 검토한다. 셋째, 한국과 GCC 6개국은 상호인정협정(MRA)을 추진하기 위하여 자기적합성선언(SDOC), 상호인정협정(MRA) 및 IEC CB 체계에 대하여 연구분석하였다. 그결과 중동 GCC 6개국은 다른 국가와 상호인정협정(MRA)을 체결할 필요가 있다는 것을 보여줍니다. 이 논문은 다음과 같이 결론을 내리고 함의를 정의합니다. 연구와 분석을 통해 무역자유협정(FTA)과 상호인정협정(MRA) 추진의 중요성을 확인하였고 우리나라와 GCC 6개국 간 비관세장벽을 제거/축소하기 위해서는 상호인정협정(MRA)을 체결하여야 한다고 본다.

영문 초록

The purpose of this paper is to analyze and investigate to find out the appropriate ways to remove/reduce TBT to export the goods between Korea and GCC 6countries. the elimination strategy of TBT with aid of technical regulations or standards is beyond this paper scope and only the conformity assessment shall be considered as the strategic measure of eliminating TBT. This paper of scope to accord with the international standards corresponding to countries technical regulations and standards, every membership countries most present to prevent TBT related Specific Trade Concern (STC) to WTO. This paper analyzes International rule & system with following research methodology. First, this paper compared with analysis such as technical regulation, and standard, test and certification. Second, this paper reviewd test, certification, and calibration. Third, the paper focused on SDOC, Mutual Acceptance of international test & certification and IEC CB scheme. Moreover, it is necessary to conclude an agreement with the leading countries in the Middle East and GCC 6countries. This paper intends to draw a conclusion and make implication as follows. Through the reviews and analysis, we can see the importance of promotion in FTA and MRA with the efforts to remove/reduce the obstacles and promote to make a remove/reduce TBT by MRA between Korea and GCC 6countries.
