포스트 코로나 시대에서의 위험의 이주화 문제 개선을 위한 시론적 연구

국문 초록

본 연구의 목적은 포스트 코로나 시대에 접어들고 있는 산업현장에서 다시 증가하고 있는 이주노동자와 관련한 위험의 이주화 문제를 분석해보고, 그 개선방향을 탐색해 보는데 있다. 코로나 기간 동안 겪었던 일련의 경험이 사회 전반적으로 안전보건에 대한 경각심을 고취시킨 기폭제로 작용한 가운데, 산업현장에서 하청에 의한 위험의 외주화를 넘어 생산인구 부족에 기인한 위험의 이주화가 다시 활성화될 것으로 전망되고 있다. 이주노동자와 관련된 안전보건문제는 국제노동기구(ILO)를 위시한 글로벌 사회에서도 중요한 사안인 바, 엔데믹을 맞이하는 시점에서 위험의 이주화 문제에 대한 문제점과 개선방향을 고찰해 보고자 하였다. 연구방법으로는 문헌연구와 뉴스 트렌드 분석 및 주제어 분석을 사용하였다. 먼저 위험의 이주화 관련 선행연구를 분석하여 쟁점들을 도출하였고, 다음으로 코로나 기간을 포함한 최근 5년간 위험의 이주화 관련 국내 뉴스기사를 대상으로 트렌드 분석과 주제어 분석을 실시하였다. 분석 결과, 2023년 4월까지 RISS 검색을 통해 도출된 위험의 이주화와 관련된 선행연구는 단 1편뿐이었으며, 이와 관련한 최근 5년간(2018년 4월 ~ 2023년 3월) 국내 신문기사를 대상으로 한 검색어 분석 결과 총 16건의 기사가 검색되었고 주요 키워드는 고용허가제, 노동자, 사업주, 노동허가제 등으로 나타났다. 이주노동자에 대한 저급한 인식과 혐오, 우월주의 등 사회적 차원에서의 실질적 인식 개선이 선행되지 않는 한 이러한 위험의 이주화 문제해결은 상당한 난항을 겪을 것으로 예상되는 가운데, 본 연구에서 도출된 결과들을 바탕으로 정책적 개선 방향에 시사점을 제공하고자 하였다.

영문 초록

The purpose of this study is to analyze the problem of migration of risks related to migrant workers, which is increasing again in industrial sites entering the post-COVID-19 era, and explore ways to improve it. While the experiences experienced during the coronavirus pandemic have catalyzed raising awareness of safety and health in society as a whole, it is expected that the migration of risks due to the shortage of production workers will be revitalized in industrial sites beyond the outsourcing of risks through subcontracting. As the safety and health issues related to migrant workers are important in the global society under the International Labour Organization (ILO), I tried to examine the problems and ways to improve them. As a research method, I used a literature review and news trends, and keyword analysis. First, I analyzed previous studies on the migration of risks to identify issues and then conducted a trend analysis and keyword analysis of domestic articles on the migration of risks for the past five years, including the coronavirus period. Until April 2023, there was only one previous study on the migration of risks found through the RISS search, and the search term analysis of domestic newspaper articles for the last five years (April 2018-March 2023) found a total of 16 articles, and the main keywords were employment permit system, worker, employer, and work permit system. It is expected that addressing the migration of risks will be challenging unless there is a substantial improvement in societal perceptions of migrant workers, such as low awareness, hatred, and supremacism, and the results of this study can be used to provide suggestions for policy improvement.
