주민자치조직의 지역공동체 의식에 관한 연구

국문 초록

우리나라는 1995년 지방자치제도가 복원된 이래로 지방자치제도의 안정적인 시행과 대의 민주주의의 한계를 극복하는 주민자치 확대를 위해 노력해 왔다. 1998년 주민자치의 기초단위인 읍·면·동 수준에서 주민참여와 소통을 통해 주민의 욕구를 반영하는 주민자치위원회의 설치·운영하였으나 그 목적으로 달성하지 못했다. 이에 주민자치위원회의 한계였던 주민참여 범위 확대를 위해 2010년 주민자치회 특별법을 마련하였다. 주민자치회의 목적은 주민의 참여를 확대하고, 지역의 전통공동체를 복원함으로써 효율적인 공공서비스 체계를 구축하고자 하였다. 이에 주민자치회로 전환 지역과 전환하지 않은 주민의 공동체 의식을 비교함으로써 주민자치회 전환 정책의 효과를 검증하고자 하였다. 연구방법으로 정량 연구를 활용하였고, 독립변수로 주민자치 역량 변수와 종속변수로 공동체 의식 등 주요 요인에 대한 이론적 논의를 통해 연구모형과 가설을 도출하였다. 주민의 공동체 의식을 측정할 수 있는 설문 도구를 활용하여 주민의 공동체 의식을 측정하였다. 경기도 고양시의 44개 행정동에 방문하는 주민을 대상으로 설문을 배포하였고, 수거한 설문지를 SPSS version 27.0을 통해 분석하였다. 회수된 설문 응답을 대상으로 기술 통계, 분산분석, 상관관계, 다중회귀분석 등을 수행하였다. 연구결과 주민자치회를 설치·운영하는 지역과 주민자치위원회를 설치·운영하는 지역 간 주민이 갖는 공동체 의식 수준은 통계적으로 유의미한 차이가 없는 것으로 분석되었다. 이는 주민자치위원회를 주민자치회로 전환 정책이 기대하지 않은 효과가 나타나는 정책 오류가 발생하였다. 주민자치회가 공동체 의식을 향상과 전통적인 지역공동체를 복원하기 위해서는 주민의 ‘지역 애착’과 ‘지역 정체성’ 그리고 ‘충족감’ 수준을 높이는 것이 필요하다. 또한, 주민자치회 위원의 전문적인 역량을 검증함으로써 주민의 대표성도 확보할 수 있어야 할 것이다. 그리고 주민 스스로 지역 문제해결을 통해 대의민주주의 한계를 극복할 수 있을 것이다.

영문 초록

Since the restoration of the self-governance system in 1995, Korea has been striving to stabilize the implementation of the local government system and expand local autonomy to overcome the limitations of representative democracy. In 1998, a local self-governance committee was established and operated to reflect the needs of residents through participation and communication at the town, village, and district levels, which are the basic units of local self-governance, but it did not achieve its purpose. Therefore, in 2010, a special law was enacted to expand the scope of resident participation, which was a limitation of resident autonomy committees. The purpose of the Act was to establish an efficient public service system by expanding residents' participation and restoring local traditional communities. This study sought to verify the effectiveness of the neighborhood association conversion policy by comparing the sense of community in neighborhoods that were converted to neighborhood associations and those that were not converted to neighborhood associations. Quantitative research was used as the research method, and the research model and hypotheses were derived through theoretical discussions on major factors such as residents' self-governance capacity as an independent variable and community consciousness as a dependent variable. A survey tool was utilized to measure residents' sense of community. Questionnaires were distributed to residents visiting 44 administrative wards in Goyang-si, Gyeonggi-do, and the collected questionnaires were analyzed using SPSS version 27.0. Descriptive statistics, analysis of variance, correlation, and multiple regression analysis were performed on the collected survey responses. The results of the study showed that there was no statistically significant difference in the level of residents' sense of community between neighborhood councils and neighborhood committees. This suggests that the policy of converting neighborhood committees into neighborhood associations had an unexpected effect, resulting in a policy error. In order to improve the sense of community and restore traditional neighborhoods, it is necessary to increase the level of residents' ‘local attachment’, ‘local identity’, and ‘sense of fulfillment’. It is also necessary to verify the professional competence of community council members to ensure their representation. In addition, it will be possible to overcome the limitations of representative democracy by solving local problems with residents through connecting with local resources and community organizations.
