국문 초록

목적 이 연구는 학습부진 대책과 기초학력 보장 정책의 근거가 되는 법령을 살펴본 후 시⋅도별 조례 분석을 통해, 관련 법규에 대한 이해를 돕고 이를 바탕으로 학습부진 학생 대상 교수 학습 과정, 교재 개발, 프로그램 운영, 선별과 진단 검사 등이 현장에서 보다 효과적으로 운용될 수 있도록 하는 데 목적이 있다. 방법 이를 위해 먼저 시⋅도별 조례들을 살펴본 후, 서울특별시, 경기도, 전라남도, 제주특별시의 학습부진 관련 조례를 분석하였다. 분석 대상은 조례의 명칭, 지원 대상 관련 개념 설정, 지원 계획의 수립과 계획 내용의 적절성, 실태조사 및 진단 검사의 언급 및 내용의 적절성, 교원의 연수, 관련 위원회 및 전담기구의 설치와 역할 등이다. 결과 분석 내용에 따른 논의로는 학습부진의 개념을 기초학력 미달로 해석할 수 있다는 점, 기초학력 보장은 읽기, 쓰기, 셈하기 및 관련 교과의 필수 성취기준의 도달에의 보장을 의미한다는 점, 교재와 프로그램의 개발 및 보급 역시 문해력, 수리력 중심으로 실행되어야 하는 것으로 해석될 필요가 있음을 언급하였다. 아울러 선별과 진단을 포괄하는 실태조사, 학습부진 관련 교원 연수의 필요성, 홍보, 타당도 제고 등을 언급하였다. 또한 관련 위원회와 지역 단위 전담기구 설치를 통한 지역사회와의 연계 및 시⋅도별 여건에 따른 학습부진 지원 대책 등이 필요함을 제언하였다. 결론 학습부진, 기초학력 미달과 보장과 관련된 법규에 대한 이해는 정책의 현장 실행의 효율성 뿐만 아니라 교사의 전문성 제고와 책무성 인식에도 중요한 요인으로 작용할 것이다.

영문 초록

Objectives This study helps students to understand related laws and regulations through analysis of laws and ordinances that are the basis for measures to prevent learning difficulties and guarantees basic academic ability, and through this, the teaching and learning process for students with learning difficulties, development of textbooks, program operation, screening and diagnostic tests, etc. The purpose is to enable more effective operation in the field. Methods To this end, first, the ordinances of each city and province were reviewed, and then the ordinances related to poor learning in Seoul, Gyeonggi-do, Jeollanam-do and Jeju-do were analyzed. The analysis targets include the name of the ordinance, the establishment of concepts related to the target of support, the establishment of a support plan and the appropriateness of the contents of the plan, the relevance of the mention and contents of the fact-finding and diagnostic examination, the training of teachers, and the establishment and role of related committees and dedicated organizations. Results According to the discussion based on the analysis content, the concept of learning difficulties can be interpreted as a lack of basic academic ability. Accordingly, guaranteeing basic academic ability means guaranteeing the achievement of the required achievement standards in reading, writing, arithmetic and related subjects; It was mentioned that the development and dissemination of textbooks and programs also need to be interpreted as focusing on literacy and numeracy skills. In addition, it mentioned the fact-finding survey that encompasses screening and diagnosis, the need for teacher training related to learning difficulties, publicity, and enhancement of validity. In addition, it was suggested that it is necessary to connect with the local community through the establishment of a related committee and a local unit in charge, and to take measures to support learning difficulties according to the conditions of each city and province. Conclusions Understanding of laws and regulations related to poor learning, lack of basic academic ability, and guarantee will act as important factors not only for the effectiveness of on-site implementation of policies, but also for teachers professional enhancement and awareness of accountability.
