시·도교육청의 전문적학습공동체 정책 실태 분석: 2019학년도 주요업무계획을 중심으로

국문 초록

교사의 전문성 향상과 학교 개선을 위한 ‘전문적학습공동체(Professional learning community)’가 주목을 받게 되면서, 시·도교육청에서 이와 관련된 정책들을 추진하고 있다. 이 연구의 목적은 2019학년도 시·도교육청의 주요업무계획에 나타난 전문 적학습공동체 정책의 주요 특징을 파악하고 시사점을 도출하는 것이다. 이를 위해 ‘전문적학습공동체’와 전문적학습공동체 유사 개념을 주제어로 설정하고, 시·도교육청 누리집에 탑재된 2019학년도 주요업무계획의 내용을 분석하였다. 주요 연구 결과는 다음과 같다. 첫째, 전문적학습공동체 목표 및 성취기대로 ‘수업’이 가장 높은 빈도를 차지하였다. 둘째, 전문적학습공동체 관련 명칭은 ‘전문적학습공동체’, ‘교원학습공동체’, ‘교사학습공동체’가 많았고, 그 중 ‘전문적학습공동체’의 사용 빈도가 가장 높았다. 셋째, 주요업무계획에 전문적학습공동체에 대한 정의가 진술된 교육청은 강원, 경기, 광주, 인천이었다. 넷째, 전문적학습공동체 운영 주체로는 교사가 가장 비중이 높았고, 다음으로는 교육전문직원, 교육행정직 및 학교관리 자 순이었다. 다섯째, 모든 시·도교육청에서 학교 안 전문적학습공동체를 운영하는것으로 나타났다. 이러한 연구 결과를 바탕으로 시·도교육청 전문적학습공동체 정책의 일반화와 다변화, 수업변화 목적의 운영, 명칭의 혼재, 전문적학습공동체를 활용 한 과도한 교육정책 편성, 전문적학습공동체를 통한 교사 연수 등의 특징을 발견하였다.

영문 초록

As professional learning community is highlighted as a tool to improve teacher professionality and school improvement, metropolitan and provincial offices of education are introducing related policies. The purpose of this study is figuring out the key features of the education-office-supported professional learning community policy from the major work plan of the local education offices in 2019. For this purpose, the main work plan of the local education offices in 2019 was analyzed based on the keyword of ‘professional learning community’ and the other similar terms related to it. The results of the analysis are as follows. First, class was the highest frequency for the professional learning community goals and achievement expectations. Second, there were three kinds of terms related to professional learning community; ‘professional learning community’, ‘teacher learning community’, and ‘teacher learning community’. Among those, ‘professional learning community’ appeared the most frequently. Third, Gangwon, Gyeonggi, Gwangju, and Incheon education offices have their own definitions about professional learning community in the main work plans. Fourth, teachers were the most frequent agents for running the professional learning community, followed by education profession, education administration, and school administrators. Fifth, all education offices operated the professional learning community within school unit. Based on the results of this study, features such as generalization and diversification of the professional learning community policies, operation of the purpose of class change, mixed and unestablished terms referring to professional learning community, excessive educational policies using the professional learning community, and teacher training through the professional learning community were identified.
