국문 초록

우리나라의 평생학습도시 평가지표는 지원시스템, 정책사업의 성과분석 등 공급자 관점으로 구축되었다. 평생학습도시가 학습사회 조성을 목표로 한다면 시민의 평생학습 수준과 도시의 평생학습 환경조성도를 평가해야 할 것이다. 이 연구의 목적은 유럽학습종합지수(ELLI)의 근간인 캐나다 학습종합지수(CLI)로 한국 평생학습도 시조성도 측정이 가능한지 탐색하고 국내 학습도시 평가지표에 주는 시사점을 제시 하는 것이다. 연구방법은 연구자가 데이터를 확보하고 있는 Y시를 대상으로 한 사례 연구이다. 연구의 결과로 CLI지표에서 국내 적용가능성이 높은 지표의 순서는 앎을 위한 학습> 더불어 살기 위한 학습> 행하기 위한 학습> 존재를 위한 학습 순으로 나타났다. 한국 평생학습종합지수 개발을 위한 시사점은 첫째, 학습종합지수를 측정 하는 통계데이터 단위의 통일, 둘째, 국내 조사된 바가 없는 지표 중 도입이 필요한 질적 자료의 제고, 셋째, 통계청의 ‘국민 삶의 질 지표’를 반영한 평생학습지수 개발을 위한 학계의 노력 등이 도출되었다.

영문 초록

The indicators in evaluating lifelong learning cities in Korea are developed on the basis of the viewpoint of suppliers, such as support systems and the outcome of governmental projects regarding lifelong learning. If creating a learning society is the goal of a lifelong learning city, it is necessary to measure the level of the lifelong learning of its citizens as well as how well the lifelong learning environment has been established. This study investigates whether CLI, the fundamental tool for ELLI, could possibly be used for measuring the levels of lifelong learning cities in Korea, and discusses its appropriateness. A set of data obtained from Y-city was analyzed for this investigation, and the appropriateness is shown in “suitability measure.” The research method is a case study on tne Y-city where the researchers have datas. The findings of the study include that the appropriateness of CLI appears in the following order ‘learning to know’ > ‘learning to live together’ > ‘learning to do’> ‘learning to be’. Also revealed is that in order to develop a composite index for lifelong learning in Korea, the following must be addressed: first, unified measures for statistical data concerning composite learning index; second, consideration of those indices and resources undocumented in Korea but worth being introduced; third, continuous research in developing standardized measures that reflect the indices for ‘Korean Quality of Life Index’
