교사 FGI를 통한 교육정책 참여의 결정표 분석

국문 초록

이 논문은 교육정책에 대한 교사 FGI를 실시하고, 이를 토대로 교사의 교육정책 참여 조건 및 태도를 분석한 후 결정표와 흐름도로 나타내어, 향후 교육정책 입안 및시행에 시사점을 제공하는 데에 목적이 있다. FGI에는 ‘학제 유연화’ 정책을 활발히 시행하고 있는 초등학교 1개교, 중학교 1개교, 마을학교 1개교에서 총 10명의 교사가 참여하였다. 연구방법은 담화 분석과 결정표 분석이다. 인터뷰 담화 자료에 대한 Saldaña(2013)의 1차/2차 주기 코딩을 실시하여 교육정책 참여의 조건 및 태도를 도출하고 이를 토대로 결정표 분석을 실시하여 질적 연구의 결과를 가시화하였다. 자료수집은 2017년 10월 31일부터 11월 10일까지 진행되었으며, 참여자의 상황에 따라 30분～2시간 정도 인터뷰가 이루어졌다. 연구 결과, FGI 교사의 교육정책 참여 조건은 첫째, 교사의 자발적․자생적 움직임, 둘째, 민주적 소통문화, 셋째, 교장의 리더쉽, 넷째, 지자체와 교육청의 지원이었다. 각 조건의 조합에 따른 행동대안은 ‘적극 참여한다’, ‘좀 힘들어도 할 만하다’, ‘점수/돈 주니까 그냥 한다’, ‘진짜 하기 싫다 (억지로 한다)’의 네 가지 양상을 보였다. 이 연구는 교사 FGI 분석 결과를 결정표와 흐름도로 명료하게 가시화함으로써 교육정책에 대한 보다 구체적인 해결책을 제시해 준다는 데에 의의가 있다.

영문 초록

The purpose of this paper is following this: First, to implement the FGI on the educational policy; Second, to analyze the conditions and attitude of teachers participation in education policy; Third, to present the result as decision tables and a flow chart and provide implications for formulation and implementation of future educational policy. .In FGI, a total of 10 teachers participated in 1 elementary school, 1 middle school, and 1 village school, which actively pursue educational flexibility . The research method are discourse analysis and decision table analysis. The discourse analysis was applied to Saldaña(2013) s first/second cycle coding on the interview discourse. Based on this analysis, the results of the qualitative research were visualized by decision table analysis. The data was collected from October 31, 2017 to November 10, 2010, and interviews were conducted for 30 minutes to 2 hours depending on the participants situation. The results of this study are as follows: First, teachers voluntary and self-motivated movements; Second, democratic communication culture; Third, principal s leadership; And fourth, local government and school board support. Behavioral alternatives according to the combination of each condition showed the four aspects of I can participate actively , it is hard to do, but I can do it , I m just going to do because of scoring/paying for money , and I don t really want to do (or I just do it by force). This study is significant in that it provides a more concrete solution to educational policy by clearly visualizing teachers FGI analysis results with decision tables and flow charts.
