국문 초록

도서관 컨소시엄은 공동의 목적을 위해 공식 또는 비공식 협약으로 구성된 도서관의 연합을 의미한다. 국내 도서관에서는 고가의 해외 전자자원을 구독하기 위해 공동구매 컨소시엄에 참여함으로써 가격 협상력을 높이고, 구독 절차의 효율성을 기하고 있다. 국내 도서관 공동구매 컨소시엄은 정부의 전자정보 공동구매 일원화 방침에 의해 2017년 KESLI 컨소시엄으로 통합되기 이전까지 웹DB를 중심으로 하는 ACE 컨소시엄과 전자저널을 중심으로 하는 KESLI 컨소시엄으로 대별되어 왔다. 두 컨소시엄이 별도로 운영되는 과정에서 자원에 대한 일반적인 안내에서부터 복잡한 구독조건까지 그 제안내역이 공급사별, 자원유형별로 상이하게 운영되어 왔다. 따라서 도서관 입장에서는 두 컨소시엄에 제안된 전자자원의 제안내역을 이해하기 위해 상당한 노력과 주의가 요구되었다. 본 연구에서는 두 개 컨소시엄의 제안 항목을 비교·분석하여, 표준화된 제안서 모형을 개발하고자 한다. 이를 통해 공급사와 참가기관 모두의 입장에서 전자자원 구독 업무의 효율화를 기할 수 있을 것으로 기대한다. 또한 본 연구 결과를 바탕으로 구독정보 분석을 위한 제안항목 DB화 연구가 이루어질 수 있을 것이다.

영문 초록

A library consortium means a union of libraries composed of formal or informal agreements for common purposes. Domestic libraries increase their price bargaining power by joining a joint purchasing consortium to subscribe to expensive overseas electronic resources and thus increase the effectiveness of the subscription process. Domestic library joint purchase consortium has been divided into the Web DB-centric ACE consortium and the electronic journal consortium until it was merged into the KESLI consortium in 2017 under the government`s policy of unifying task on electronic resources joint purchase. In the process of operating the two consortiums separately, from general guidance on resources to complex subscription conditions, the proposal has been operated differently by supplier and resource type. Therefore, considerable effort and care was required from the library s point of view to understand the proposed content of the electronic resources. In this study, the proposed items of two consortiums are compared and analyzed to develop standardized proposal models. It is expected that this will help streamline the e-resource subscription business for both suppliers and participating libraries. In addition, a study on constructing database of subscription information could be conducted based on the results of this study.
