기술금융기관 영업점의 효율성과 그 결정요인에 관한 연구

국문 초록

본 연구는 기술평가기반 기술금융을 활발히 수행하고 있는 기술보증기금의 51개 기술평가센터를 대상으로 2011년에서 2014년까지 4개년 간 센터별 효율성과 그 결정요인을 분석하였다. 효율성 분석을 위해 DEA를 활용하였으며 투입변수는 직원 수, 사업관리비이며, 산출변수는 기술평가 건수, 기술평가 수익금, 기술보증 공급금액, 구상채권 회수금액이다. 효율성을 분석한 결과, 효율적인 DMU가 2013년에 17개로 가장 많으며 이들은 주어진 투입량으로 최대의 산출물을 생산하는 DMU들이다. 기술효율성(TE)은 2013년이 가장 높았으며 이는 규모효율성(SE)에 기인한다. 전체적으로 기술평가센터의 4년간 효율성은 높은 수준이며, 효율성은 순수기술효율성(PTE) 보다는 규모효율성(SE)에 영향을 받고 있다. 효율성 결정요인은 Tobit 회귀모형으로 분석하였다. DEA의 효율성을 종속변수로 사용하였으며, 독립변수는 1인당 기술평가센터 면적, 센터장 영업점운영경력, 기술평가 전담인력비중을 내부여건변수로 하고, 입지유형과 어음부도율은 외부환경변수로 설정하였다. 그 결과, 기술금융을 수행하는 기술평가센터의 효율성을 제고하려면 기술평가 전담인력비중 확대와 경험이 많은 기술평가센터장을 일선에 많이 배치하고 기술평가센터의 규모를 키우고 가급적 공업단지 지역에 위치하는 것이 중요하다는 것을 파악할 수 있었다. 결론적으로 기술평가기반 기술금융제도 확대정책에 따라 기술평가센터는 효율성은 높은 수준이며, 효율성에 영향을 미치는 요인은 외부환경보다는 내부여건이 더 중요하다.

영문 초록

This study examines the efficiency and its determinants, based on 51 technology appraisal centers (TACs) of KOTEC for the past 4 years-from 2011 to 2014. As the number of employees and management expenses are used as input variables. Output variables are the number of technology evaluation cases, the technology assessment fee as well as the amount of technology guarantee provision and the recovered amount of debt collection. The analysis shows that the effective DMUs were 17 in 2013, organizing majority among the DMUs. Those DMUs prove that they can make the maximum capacity out of the limited inputs. The TE (technology efficiency) value hiked up in 2013 due to the SE (scale efficiency). Overall, the efficiency value of TACs has been relatively higher-level. The efficiency was more affected by PTE (pure technical efficiency) than by SE. The research analyses the determinants of TACs efficiency though Tobit model, the research used the efficiency of DEA as an output variable. As the internal environment variables consist of the occupying area per person, the operation experience of center manager and the ratio of employees exclusively involved in technology evaluation in each TACs, the external environment factors are composed of the types of location and dishonored bill rate. The research result also shows the importance of four major drivers: increasing number of exclusive technology evaluation employees, disposition of broader experienced center managers and increase of size of TACs as well as their adjacency to regional industry complex. The value of this study was that it analyses the efficiency of Kibo takes the key role of technology financing based on technology appraisal.
