행사성 사업의 효과 분석 방안

국문 초록

최근 각 지방자치단체에서는 지역공동체 강화와 지역경제 활성화를 목표로 다양한 행사성 사업을 적극적으로 개최하고 있다. 이에 행사성 사업의 효율성과 타당성을 객관적으로 평가하기 위한 방법론에 대한 필요성이 증대되고 있다. 그러나 이와 관련된 연구들이 증가하고 있는 추세에도 불구, 행사성 사업의 효과 분석 및 예측과 관련된 정량 연구는 여전히 드문 실정이다. 이에 본 연구에서는 서울시에서 제공하고 있는 “서울 생활인구” 데이터를 활용하여 행사성 사업의 효과를 정량적으로 분석하고 예측하는 방법론을 제시하고자 한다. 특히 시계열 자료가 가지고 있는 다양한 추세(연간/주간/일간/시간)를 고려할 수 있는 TBATS 모형을 적용함으로써, 행사성 사업의 효과를 객관적으로 분석하고 실제 해당 행사의 효과를 정량화할 수 있는 방법론적 절차를 제시하고자 하였다. 그 결과, 해당 방법론을 통해 실제 행사성 사업의 효과를 통계적으로 분석할 수 있음을 확인하였다. 따라서 본 연구에서 제안한 방법론은 향후 행사성 사업의 수요를 판단하는데 활용할 수 있을 것으로 예상되며, 특히 기존의 정성적 판단에 비해 보다 직접적인 데이터를 제공할 수 있을 것으로 기대된다.

영문 초록

Recently, local governments have been actively organizing various event-based projects with the aim of strengthening community ties and revitalizing local economies. Consequently, there is a growing need for objective methodologies to evaluate the efficiency and validity of these public events projects. However, despite the increasing number of studies in this area, quantitative research regarding the analysis and prediction of the effectiveness of event-based projects remains scarce. In this study, we propose a methodology using the “Seoul Living Population Data” provided by the Seoul Metropolitan Government to quantitatively analyze and predict the effects of event-based projects. Specifically, by applying the TBATS model, which can consider various trends in time-series data (annual, weekly, daily, hourly), we aim to objectively analyze the effects of event-based projects and present a methodological procedure for quantifying the actual impact of these events. As a result, we confirm that this methodology enables the statistical analysis of the actual effects of event-based projects. Therefore, the proposed methodology in this study is expected to be utilized in assessing the demand for future event-based projects and is anticipated to provide more direct data compared to conventional qualitative assessments.
