국문 초록

디지털 시대를 맞아 e-거버넌스에 대한 관심이 높다. 이에 발맞추어, 전자적 방식으로 다수가 문화예술정책의 결정 과정에 참여하자는 논의도 나왔다. 전자적 방식 이전인 70여 년 전 이미 스위스에서 문화예술에 대한 공공 지원 여부를 주민투표로 결정한 사례가 다수 있다. 문화예술정책 분야는 전자적 민주주의, e-거버넌스 개념과 잘 어우러지는 듯 보인다. 그러나 문화예술에 대한 정책적 지원이 가지는 특수성, 전자적 민주주의에 대한 확고한 인식과 철학이 부재한 가운데 기술에만 천착하는 지향성이 실현을 가로막고 있다. 본 논문은 문화예술정책의 특성과 주민 참여형 정책 사례를 통해 문제를 제기하고, e-거버넌스와 민주주의의 상관관계, 정책적 실현 가능성에 대한 논의를 검토하였다. 또한 전자적 정책 거버넌스의 가능성과 실현되지 못하는 원인에 대해 고찰하며, 디지털 시대의 기술과 정책의 관계에 대해 비판적으로 성찰하였다.

영문 초록

This study aims to scrutinize E-governance which attracts intention in the digital era with the notion of electronic decision-making process enables many people’s simultaneous participation. To adopt in culture and arts policies, it is needed to research proper examples. In Switzerland, people have already decided to support the public expenditures in culture and arts sector by referenda more than 70 years ago, which seems to blend well with electronic democracy and e-governance concepts. However, the characteristic features of culture and arts policy, with the solid awareness of electronic democracy and the lack of philosophy, are obstacles of the realization of direct democracy of culture and arts policies. This paper raises the question through the characteristics of culture and arts policies and the resident participatory policy case, and reviews the discussions on the correlation between e-governance and democracy and policy feasibility. It also considers the possibility of electronic policy governance and the reasons for not being realized, and critically examines on the relationship between technology and policy in the digital age.
