국문 초록

본 연구는 특수교육 대상 학생의 특성과 배경이 사교육 참여 여부와 사교육비 지출 규모에 미치는 영향을 분석하는데 목적이 있다. 특수교육 대상 학생의 사교육 참여율과 사교육비 지출 규모가 상당함에도 그동안 이에 대한 관심과 연구가 소홀한 편이었다. 자료는 ‘2017년 특수교육 실태조사’를 활용하였으며, 분석대상은 중학생 1,692명, 고등학생 1,778명 등 총 3,470명이다. 분석결과 장애학생의 사교육 참여에 유의하게 영향을 미치는 변수는 특수교육 배치유형, 졸업후 진로, 장애유형, 특수교육에 대한 만족도, 가족구성 형태였으며, 사교육비 지출 규모에 영향을 미치는 변수 역시 이와 동일하였다. 분석결과를 토대로 결론을 제시하면 다음과 같다. 첫째, 장애학생의 사교육 참여율과 사교육비 지출 수준이 상당히 높은 편인데, 장애학생이 비장애학생과 차별없이 동등하게 교육받을 권리를 실질적이고 완전하게 보장하기 위해 사교육비 경감을 포함하여 교육활동에 대한 지원수준을 보다 높일 필요가 있다. 둘째, 상급학교 진학 계획은 사교육 참여와 사교육비 지출을 증가시키는 주요한 원인이었으며, 장애학생에 대한 상급학교 교육기회 확대와 더불어 중·고등학교 단계의 학생들에게는 상급학교 진학을 위한 다양한 정보와 지원을 강화해야 한다. 셋째, 장애유형별 교육비 차이도를 충분히 반영하여 특수교육에 대한 재정지원이 이루어질 필요가 있다.

영문 초록

The purpose of this study is to analyze the characteristics and backgrounds of students with disabilities to participation and expenditure level of private education expense. Despite the high participation rate of students with disabilities and the large amount of spending on private education, attention and research have been neglected. The data used the ‘2017 A Nation-wide Survey on Special Education’, which included 1,692 middle school students and 1,778 high school students. As a result of the analysis, the variables that significantly affect the participation of students with disabilities in private education were the types of special education placement, career path after graduation, disability type, satisfaction level of special education, family composition, and variables that affect the amount of private education expenditure were the same. Based on the analysis results, the conclusion is as follows. First, the participation rate of students with disabilities in private education and the level of spending on private education are quite high. In order to ensure practical and complete the right of disabled students to be equally educated with non-disabled students, the level of support for educational activities, including the reduction of private education expenses, needs to be raised. Second, the plan to go to higher schools has been a major cause of participation in private education and increased spending on private education, and in addition to expanding opportunities for higher schools for disabled students, students at the middle and high school levels should be given more information and support to enter higher schools. Third, financial support for special education needs to be made by fully reflecting the cost differentials by type of disabilities.
