장애인 관광객의 이동권리 확보를 통한 인본주의적 융합문화의 실천

국문 초록

장애인들은 일반적으로 여러 가지 활동상의 제약을 가지고 있다. 최근 들어 장 애인들의 일상생활 외에 관광과 같은 탈일상적 활동에서의 이동권리 제약에 대한 사회적 관심이 나타나고 있다. 본 연구의 심층면접 분석결과, 장애인들은 관광과 관련하여 관광지로의 이동 전, 이동 시, 이동 후에 각각 복잡한 인지적, 정서적, 행동적 태도가 내재화되어 있다. 본 연구의 분석과정을 통해서 장애인들이 관광활동을 통해 얻게 되는 편익을 높이고, 관광활동의 제약 요인들을 줄이기 위해서는 공공성에 기반을 둔 관광활동의 구조 체계와 콘텐츠 실행 간 정책 융합이 요구됨을 알 수 있었다. 그리고 그 정책의 구체적인 실천을 위해서 유니버설 디자인에 주목할 필요가 있다. 유니버설 디자인은 장애인들의 관광지로의 이동과 관광지 내 문화체험을 위한 이동권리 확보해 줌으로써 정책의 기본 원리인 인본주의의 실천을 가능하게 된다. 시장 논리로 운영되는 관광활동에 공공적 복지 논리가 더해진 융합문화는 이 유니버설 디자인을 통해 실천될 수 있을 것이다.

영문 초록

In general, disabled people have lots of difficulties in their lives. Recently there is a growing interest in the constraints to mobility rights of disabled people in a non-daily activity like tourism as well as in daily activities. This study findings are based on in-depth interviews with disabled people and they internalize attitude to the cognitive, emotional, and behavioral dimensions before, during, and after moving to a tourist site respectively. Therefore the convergent policy that makes the system of tourism activities and the implementation of contents based on publicness is required to help disabled people benefit more from tourism activities and to remove the constraints to their tourism activities. Also it is necessary to pay attention to universal design to implement the policy effectively. Universal design helps disabled people move to a tourist site and gain the mobility right there, enabling the policy to be implemented in terms of humanism. Finally, the convergence culture where a logic of welfare functions is incorporated into tourism activities that follow a market logic will be realized through the application of universal design.
