국문 초록

본 연구는 1950년대 전반기 북한 영예군인의 활동과 역사적 의의를 구명하고자 했다. 1950년 6월에 발발한 한국전쟁으로 인해 인민군에는 다수의 부상병이 양산될 수밖에 없었다. 따라서 북한 당국에서는 전투를 수행할 수 없는 군인을 제대시키고, 이들의 노동력을 적극 활용할 방안을 모색하였다. 전쟁으로 인해 대폭 감소한 국가 생산력을 보완하기 위함이었다. 먼저 영예군인들을 위하여 국가보조금을 비롯한 물질적 혜택을 제공하였다. 무엇보다 이들의 재취업을 활성하고자 영예군인학교를 개설하고, 공업ㆍ농업ㆍ상업 부문 등에 필요한 인력을 양성하고자 했다. 북한 당국은 영예군인의 사회진출을 보장하고자, 이들의 취업을 의무화하는 등의 조치를 마련하였다. 이에 따라 행정기관이나 공장에서 모범적으로 임무를 수행하는 ‘미담’이 꾸준히 소개되기도 했다. 그러나 부정적 현실 또한 지속하여 노출되었다. 일선 행정기관에서는 이들의 관리에 태만하였으며, 생산 현장에서도 영예군인의 취업을 기피하였다. 아무래도 국가로부터 일정한 생산량을 부여받은 조건에서 영예군인들은 그 목표를 저해하는 인자로 취급받기 쉬웠을 것이다결국 북한 정부는 영예군인들로 구성된 생산합작사ㆍ생산협동조합을 조직하기에 이르렀다. 가급적 이들의 노동력을 최대한 활용한다는 구상이었으나, 한편으로는 일선 현장에서의 갈등도 중요한 계기가 되었다. 그러나 이러한 조치에도 실적은 여전히 부진했다. 그러나 1950년대 전반기 영예군인의 활동에서 나름의 의의를 찾을 수 있다. 이들이 각종 생산협동조합에서 일했던 경험은 향후 사회주의 이행에 활용될 여지가 컸고, 당국이 군인이라는 주체를 사회주의 이행의 ‘전위’로 인식하게 하는 자산이 되었다.

영문 초록

The purpose of this study was to investigate the activities and historical significance of North Korean ‘honorable veterans’ in the first half of the 1950s. Due to the Korean War, which broke out in June 1950, there was no choice but to mass-produce a number of wounded soldiers in the People’s Army. Therefore, the North Korean authorities sought to discharge soldiers who could not fight and actively utilize their labor. It was to compensate for the significantly reduced national productivity due to the war. First, material benefits, including state subsidies, were provided for honorable veterans. Above all, in order to promote their re-employment, it was to open an ‘Honorable Veterans Academies’ and to cultivate manpower necessary for the industrial, agricultural, and commercial sectors. In order to ensure the advancement of honorable veterans into society, the North Korean authorities have prepared measures such as mandating their employment. Accordingly, ‘mystery stories’ that perform exemplary duties in administrative agencies and factories were steadily introduced. However, the negative reality was also continuously exposed. Front-line administrative agencies were negligent in their management, and honorable veterans were avoided in production sites. It would have been easy for honorary soldiers to be treated as a factor that hindered their goal under conditions of being given a certain amount of production by the state. Eventually, the North Korean government formed a producer cooperative consisting of honorable veterans. The plan was to make the most of their labor force as much as possible, but on the other hand, conflict at the front line was also an important opportunity. Despite these measures, the performance was still poor. However, their significance can be found in the activities of honorable veterans in the first half of the 1950s. Their experience working in various production cooperatives had a lot of room for use in the future socialist transition, and it became an asset that allowed the authorities to recognize the subject of soldiers as the ‘potential’ of the socialist transition.
