중국의 해양인식 변화와 해양교육에 관한 연구

국문 초록

본 논문에서는 중국의 해양인식 변화와 해양의식 강화를 위한 교육정책을 살펴본다. 특히 해양교육과 관련해서 유치원, 초중등학교, 대학교 및 사회에서 진행되는 사례를 살펴본다. 본 논문의 연구목적은 중국에서 진행되고 있는 해양교육이 유엔과 유네스코에서 목표로 삼고 있는 해양소양교육과 어떤 차이점이 있는지를 살펴보는 데 있다. 2015년 UN에서 채택된 <세계의 변혁: 지속 가능발전을 위한 2030 의제>에서 ‘목표 14’의 주요 내용은 “지속 가능 발전을 위한 해양과 해양 자원의 보호로 지속가능한 발전 촉진”이다. UN은 초증등학교 교육을 통한 해양문화소양 함양을 주요 목표로 하여 해양교육 사업을 추진하고 있다. 2017년 4월 유네스코는 <전민 해양소양: 해양의 보호, 회복, 지속가능한 이용에 대한 사람들의 인식 제고를 위한 글로벌 전략>을 발표하였다. 중국은 유치원에서부터 대학에 이르기까지 단계별 해양교육을 실시하고 있으며, 사회 대중에게도 해양지식 보급을 위한 다양한 교육을 실시하고 있다. 박물관이나 도서관 및 학회 등에서 운영하고 있는 해양소양교육은 중국정부의 해양정책을 반영한 것이다. 중국 정부는 해양 알기, 해양 보호, 해양 자원 이용 등에 대한 교육에서부터 중국 정부가 목표로 삼고 있는 ‘남색 해양의 꿈’, ‘해양대국’, ‘해양강국’ 등 다양한 교육을 실시하고 있다. 특히 ‘댜오위다오 문제’와 ‘남중국해 문제’ 등 영토 문제에 대한 교육도 실시하고 있다. 중국 해양교육은 동부 연해 지역을 중심으로 이루어졌다가 점차적으로 내륙지역으로 확대되고 있다. 그리고 학교에서 이루어지는 교육과 학교 외 장소에서 이루어지는 교육도 함께 병행되고 있다. 대학에서는 정치사상과 융합된 교육이 이루어지고 있다. 2011년부터 중국 국가해양국은 전국적으로 ‘전국 해양의식 교육기지’를 설립하기 시작하였다. 전국 해양의식 교육기지와 전국 해양과학보급 교육기지는 중국의 남색해양교육(블루 오션 교육)에 힘써 왔다. 2016년에 중국당국은 <해양강국의 소프트파워 향상을 위해, 전민 해양의식 선전교육과 문화건설 ‘13·5’규획>을 발표하며 해양지식을 교과서, 강의실, 학교에 접목하고 기초 해양지식교육을 강화하는데 중점을 두었다.

영문 초록

this paper, we examine changes in China’s ocean awareness and education policies to strengthen ocean awareness. In particular, we look at cases related to ocean education in kindergartens, elementary and middle schools, universities, and society. The research purpose of this paper is to examine the differences between the ocean education being conducted in China and the ocean literacy education targeted by the United Nations and UNESCO. China is conducting step-by-step ocean education from kindergarten to university, and providing education to disseminate ocean knowledge to the general public. Ocean literacy education operated by various institutions such as museums, libraries, and academic societies reflects the Chinese government's maritime policy. The Chinese government is conducting a variety of education, ranging from education on learning about the ocean, protecting the ocean, and using ocean resources, to the Chinese government’s goals of ‘Dream of the Blue Ocean’, ‘Ocean Powerhouse’, and ‘Ocean Powerhouse’. In particular, education on Chinese territorial issues such as the ‘Diaoyu Island Issue’ and the ‘South China Sea Issue’ is also provided. China’s ocean education was centered on the eastern coastal region, but is gradually expanding to the inland region. In addition, education that takes place at school and education that takes place outside of school are being carried out in parallel. In universities, education integrated with political ideology is provided. The National Ocean Awareness Education Base and the National Ocean Science Popularization Education Base have been working on blue ocean education in China. China announced and focused on integrating ocean knowledge into textbooks, classrooms, and schools and strengthening basic ocean knowledge education.
