국문 초록

본 논문에서는 새마을지도자 양성을 위한 마을지도자 교육사업이 농업 생산성에 미친 영향을 추정하였다. 1965년부터 1976년까지의 전국 139개 군 단위 자료를 이용한 실증 분석한 결과, 천 세대당 누적수료자수가 1명 증가함에 따라 쌀 생산성이 1.8% 상승하는 것으로 추정되었다. 수료자 그룹별 효과를 구분하여 추정한 결과 조합장 수료자의 증가는 남성지도자나 부녀지도자 수료자의 경우보다 효과가 낮은 경향이 있는 것으로 나타났다. 또한 각 그룹의 상호작용 효과를 살펴본 결과, 남성지도자와 조합장 사이에는 대체 관계가 존재하는 것으로 관찰되었다. 본 분석 결과는 자료상의 제약으로 인해 쌀농업의 다양한 생산요소를 고려하지 못하였고, 새마을 운동의 다른 구성요소를 통제하지 못하였다는 한계점이 존재한다. 그러나 마을지도자의 활동이 새마을사업을 포함한 전반적인 영농활동을 향상시키고, 마을지도자 교육사업이 새마을 운동의 다른 측면과 양의 상관관계를 가진다는 점에서 추정된 효과를 상한(upper bound)이라고 해석할 수 있다. 본 논문은 마을지도자 교육이 그 대상 및 내용 측면에서 일반적인 영농교육과는 다르다는 점에서 그리고 분석이 정량적 측면에 초점을 두었다는 점에서 기존문헌과 차별성을 나타낸다. 본 연구의 정책적 시사점으로는 농촌의 지역개발을 위한 대외협력사업에 있어서 지도자 양성의 중요성을 찾을 수 있다. 또한 개별 개발도상국의 현실에 적합한 지도자 교육사업의 구성을 위해서는 현지에서 시범사업을 통한 수정 과정이 필요함을 암시한다.

영문 초록

The purpose of the paper is to estimate the impact of the village leader training program on agricultural productivity in Korea. Using the district level data for the period 1965 to 1976, it is found that the village leader training program contributed to increasing the rice yield. To be specific, the increase in the number of trainees by one per one thousand households is estimated to increase the rice yield by 1.8%. Regarding the trainee group specific effects, it is found that the effect of cooperatives trainees tends to be smaller than those of male or female trainees. In addition, when the interaction effects among different groups are estimated, the substitution effect between male and cooperative leaders was detected. One should note the limitation of the analysis that the various production factors in rice farming are not taken into account due to the data availability. However, to the extent that village leaders are expected to promote general economic activity, the estimates could be interpreted as an upper bound of the true impact. The paper extends the literature in that it evaluates the program quantitatively and that it examines the education for leaders with its focus on enlightening. The results confirm the importance of the leader training program in community development. Further, the Korean experience suggests that the training program needs to be localized through the feedback from the trainees.
