기업의 육아지원정책의 현황과 개선방안

국문 초록

본 연구는 영유아기 자녀를 둔 취업모를 위한 기업의 육아지원정책 현황을 개괄하고, 개선되어야 할 방안을 제안하고자 하였다. 본 연구의 분석을 위해서 기업의 육아지원정책과 일․가정양립에 관련된 국책연구소에서 발표한 최근 보고서, 정부에 의해 발표된 일․가정양립과 가족친화정책, 출산과 보육관련통계, 그리고 주요 매체에 보도된 취업모의 일․가정 양립에 관한 보도자료 등을 수집하였다. 개선방안으로 부모들이 제도적으로 보장된 육아휴직을 자유롭게 신청할 수 있도록, 특히 남성의 육아휴직을 활성화하는 과감한 조치가 필요하며, 정규직뿐 아니라 비정규직도 육아휴직을 이용할 수 있도록 사각지대를 해소하는 일이 시급하다. 직장보육시설의 확대를 위해 중소기업의 보육시설 설치비 지원을 확대하고 모유수유에 친화적인 직장내 환경조성이 필요하며, 과도한 연장근무에서 벗어나 적정시간 근무에 대한 기업과 사회의 공감대 형성이 우선시 될 필요가 있다. 또한 가족친화기업에 대한 다양한 인센티브와 함께 기업의 조직구성을 감안한 인증 기준 세분화가 필요하며, 획일적인 시설이용 지원방식에서 벗어나 부모에게 양육정보나 상담을 제공하는 다양한 지원 인프라를 확충하는 방안이 필요하다. 이러한 연구결과는 기업의 육아지원을 위한 정책방향에 시사점을 줄 수 있을 것이다.

영문 초록

The purpose of this study was to generalize enterprise child rearing support status focusing on young children’s working mother. And also to solve the problem of enterprise child rearing support system and to provide suggestions for improvement. For research analysis, data was collected from literature investigation research, government child care policies and related statistics and press release on child rearing support policies. A social atmosphere where parents can fairly apply for parental leave must be formed. In addition, a social atmosphere that encourages participation of fathers involvement in child care is needed as well as a system that support men to be actual receivers and a formation of a gender equality culture is needed. Also, allowing not only regular workers but also non regular workers to use parental leave at free will is a blind spot that must be solved. Small business’ child care center installation cost, breast-feeding friendly working environment, and long time work innovation support system is needed. Above all, a scheme that covers diverse support infra system that provides parents sufficient time with their children and giving them child care information is needed than the current standardized facilities use support system.
