국문 초록

우리나라는 초고령화 사회로의 진입을 앞두고 있으며, 수도권의 인구집중 현상 심화로 농산어촌 지역의 삶의 질 만족도 감소 현상과 함께 지역소멸의 위기에 직면해 있다. 이에 생활 인프라 확충 등 다양한 정책과 사업이 추진되고 있으나, 공간디자인 관련 사업은 건축, 토목 등 기초생활 등의 시설개선에 편중되어 있어 정책 연계를 위한 프로세스 협력방안이 마련되어야 할 시점이다. 본 연구에서는 관련 법령과 공간디자인 관련 현황을 검토한 후, 농산어촌의 여건 변화에 따른 문제점 도출, 관련 계획 등의 분석 과정을 통해 연구를 진행하였고 ‘공공디자인의 진흥에 관한 법률’을 근거로 하여 사업 진행이 가능하도록 하는 방향성을 제시하였다. 연구결과, 공간디자인 관련 정책을 연계하고 행정, 지역, 민간에 걸친 거버넌스를 구축하며, 관련 부처의 역할이 확대되어야 할 필요성이 제기되었다. 이를 통해 공공디자인 방법으로 농산어촌 공간디자인의 가치를 구현할 수 있다는 결론에 도달하였다.

영문 초록

Korea is about to enter an ultra-aging society, and due to the deepening population concentration in the metropolitan area, it is facing a crisis of regional extinction along with a decrease in satisfaction with the quality of life in rural Areas. Accordingly, various policies and projects such as expanding living infrastructure are being promoted, but space design-related projects are focused on improving facilities such as basic life such as architecture and civil engineering, so it is time to come up with a process cooperation plan for policy linkage. IIn this study, after reviewing related laws and the current status of spatial design, the study was conducted through analysis of problems and related plans according to changes in conditions in farming, mountain and fishing villages, and a direction was suggested to enable the project to proceed based on the 'Public Design Promotion Act'. As a result of the study, the need to link policies related to spatial design, establish governance across administrative, regional, and private sectors, and expand the role of related ministries was raised.Through this, it was concluded that the value of spatial design in rural Areas can be realized through public design methods.
