농산어촌 개발사업 분석을 통한 공공디자인 적용방안 연구

국문 초록

농산어촌의 저출산 문제는 지역인구 감소와 직결되고, 고령화 심화는 지역소멸을 가속화하는 중요한 요소이다. 이를 억제하기 위해 농산어촌을 대상으로 다양한 개발사업이 추진되고 있으나, 공간디자인 관련 사업은 건축, 토목 위주의 시설개선에 편중되어 지역 특성을 제대로 반영하지 못하고 있다. 따라서 농산어촌 개발사업의 현황과 한계점을 살펴보고, 공공디자인 적용방안을 도출하는 데 연구의 목적을 두었으며, 농산어촌 개발사업 관련 법령과 정책, 사업 현황을 검토한 후 나라장터 입찰정보를 통해 92건의 사업을 분석하는 과정을 거쳤다. 연구결과, 부적절한 계약방법, 편중된 사업비 편성, 입찰참가자격의 제한을 농산어촌 개발사업의 문제점으로 도출하고, 발주방식 개선방안과 향후 개발사업의 지향점을 제시하였다. 이를 통해 농산어촌 지역 개발사업의 전개방향과 공공디자인 적용방안을 제안함으로써 결론에 도달하였다.

영문 초록

The declining birth rate in rural areas is directly related to the decline of the local population, and the ageing of the population is a major factor in accelerating the disappearance of rural areas. To curb this, various development projects are being promoted in rural areas, but spatial design related projects are biased towards architectural and civil engineering oriented facility improvements, which do not properly reflect local characteristics. Therefore, the purpose of this study was to examine the current status and limitations of development projects in rural areas and to derive ways to apply public design. After reviewing the laws and policies related to rural development projects and the current status of projects, 92 projects were analysed using Public Procurement Service. As a result, the study identified inappropriate procurement methods, biased project costs, and restrictions on bidding qualifications as problems in rural development projects, and suggested ways to improve the procurement method and directions for future development projects. The conclusion was reached by suggesting the development direction of rural development projects and the application of public design.
