국문 초록

본 연구는 윤석열 정부 등장 이후의 섬 진흥정책을 섬 진흥정책 환경 혁신과 새 정부의 섬 정책 방향이라는 두 측면에서 중앙 및 지방정부 정책보고서와 섬 관련 선행연구 등을 집중적으로 문헌 고찰하였다. 이를 통해 윤석열 정부의 섬 진흥정책의 방향을 전망하며 관련 과제를 정책 대상에서 제외된 섬에 관한 논의, 반성과 성찰에서 시작되어야 할 섬 정책 논의, 육지 중심의 국토종합계획 전환 정책 논의, 섬주민중심의 섬 정책 패러다임 전환 정책 논의, 섬 정책 컨트럴 타워의 대통령 산하 위원회 신설 논의 등 다섯 가지 관점에서 논의하였다. 논의에 따른 섬 진흥정책 추진 방향의 결과를 첫째, 대통령 직속 위원회에 일원화한 섬 정책 컨트럴 타워 설치, 둘째, 영토수호 차원에서 헌법 개정을 통한 섬 진흥정책 추진, 셋째, 섬 개념 정립을 통한 섬 진흥정책 추진, 넷째, 섬 지역 특성을 반영한 섬 진흥정책 추진, 다섯째, 윤석열 정부의 국정 목표에 따른 섬 진흥정책의 추진을 제시하였다.

영문 초록

This study aimed to examine the island promotion policy since the inauguration of the Yoon Seok-yeol government from two perspectives: the innovation of the island promotion policy environment and the new government's policy direction. We intensively reviewed the literature, focusing on central and local government policy reports and reports from island-related organizations. The results of the direction of the island promotion policy, based on the discussion, were presented as follows: first, the establishment of an island policy control tower unified in the presidential committee; second, the promotion of the island promotion policy through constitutional amendment in terms of territorial defense; third, the promotion of the island promotion policy through the establishment of the island concept; fourth, the promotion of the island promotion policy reflecting the characteristics of the island region; and fifth, the promotion of the island promotion policy in accordance with the national goals of the Yoon Seok-yeol government.
