대학 행정직원의 역량 척도 개발 및 역량 수준 분석 : 지방사립 A대학을 중심으로

국문 초록

본 연구는 행정직원의 역량 수준을 진단할 수 있는 도구를 개발하고, A대학 행정직원을 대상으로 이를 적용하여 행정역량 수준과 변인별 집단 간 차이를 분석하는 것을 목적으로 한다. 이를 위해 선행연구 분석, 전문가 자문, FGI 분석결과를 근거로 진단도구를 개발하였고, A대학 행정직원(총 123명)을 대상으로 설문조사를 실시하여 타당도, 신뢰도를 검증하였다. 그리고 기술통계분석, T검정, 분산분석 등을 시행하여 행정직원의 역량 수준 및 집단 간 차이를 분석하였다. 연구 결과, 첫째, 행정직원의 역량이 기본역량, 행정역량, BEST역량으로 타당하게 구분되는 것을 확인할 수 있었다. 둘째, BEST역량이 기본역량, 행정역량보다 높은 평균값을 보였고, 하위역량에서는 직업윤리, 전문가의식, 리더십의 인식수준이 높게 도출되었다. 셋째, 집단 간 비교에서는 A대학 여자 직원들은 전문가 의식, 의사소통, 업무처리능력에서 남자 직원보다 자신들의 역량 수준이 더 낮다고 인식하고 있었고, 기본역량의 전문가 의식, 의사소통, 고등교육 이해 역량 모두 20대의 역량 수준 인식이 가장 낮았고, 40대가 가장 높은 인식 수준을 보였다. 이상의 연구 결과를 바탕으로 대학 행정직원의 역량 강화방안과 추후 연구를 위한 제언을 제시하였다.

영문 초록

This study aims to develop a tool to diagnose the competency level of administrative staff, and to apply it to staff at University A to analyze the administrative competency level and the differences between groups by variable. The diagnostic tool was developed based on the analysis of previous studies, expert advice, and FGI analysis results. In addition, a survey was conducted on administrative staff at University A to verify validity and reliability, and descriptive statistical analysis, T-test, and analysis of variance were performed. As a result of the study, first, it was confirmed that the competencies of administrative staff were reasonably divided into basic competencies, administrative competencies, and BEST competencies. Second, BEST competencies showed a higher average value than basic competencies and administrative competencies. Third, in the comparison between groups, female employees of University A perceived their competency level as lower than male employees, and those in their 40s showed the highest level of awareness compared to those in their 20s. Based on the above research results, the following suggestions were made for ways to strengthen the competencies of university administrative staff and for future research.
