농산물 도매시장 등급별 기준 가격 제시에 관한 연구

국문 초록

우리나라는 현재 33개의 공영도매시장이 운영되고 있으며 상장거래(경매) 방식을 통해 전체 생산 농산물의 50% 이상이 공영도매시장에서 거래되고 있다. 그러나 품질 등급별 가격 체계 기준이 시장별로 다르고, 품질 등급 또한 출하자가 임의로 책정하는 방식이기 때문에 도매시장 별경락데이터 비교·분석에 어려움이 있다. 따라서 본 연구에서는 거래량을 고려한 가격을 이용하여 새로운 등급 분류 방법 및 기준가격 산출을 제안하고자 한다. 전국의 모든 도매시장과 품목의 결과를 나타낼 수 없으므로 전국 5대 도매시장과 주요 채소류인 배추와 무를 기준으로 결과를 제시한다. 거래 데이터의 이상값 탐색을 위하여 사분위수 개념을 도입하였으며, 해당 일자에 거래 데이터가 존재하지 않는 경우 등급 분류 및 기준 가격 제시가 불가능하지만 인접 도매시장의 데이터와 과거 시점의 데이터를 활용하여 결측값을 대체하였다. 도매시장, 품종 등 상황에 맞는 가격 데이터의 평균을 이용한 기준가격을 산출하고 그에 따라 4개의 등급(S,A,B,C)으로 분류하여 대표가격을 각각 제시하였다. 그 결과 기존의 등급을 기준으로 가격을 책정하는 방식이 아닌 가격을 기준으로 등급을 분류하는 방법으로 객관적이고 신뢰성 있는 기준 제시가 가능한 방안으로 생각된다. 이로 인해 농가와 소비자에게 명확한 등급 분류 및 가격 현황을 제시할 수 있을 것으로 기대한다.

영문 초록

There are currently 33 public wholesale markets in Korea, over 50% of all agricultural products are traded in the public wholesale market through listing(auction) system. However, it is difficult to compare and analyze auction price for each wholesale market because the price standards system for each quality grade is different for each market and the quality grade is also set arbitrarily by the shipper. Therefore, in this study, we propose a new classification method and base price calculation using the price in consideration of the transaction volume. Since it is not possible to represent the results of all wholesale markets and items nationwide, the results are presented based on the five major wholesale markets in the country and the main vegetables such as cabbage and radish. The concept of quartiles was introduced to search for outliers in transaction data, and if there is no transaction data on that date, it is impossible to classify and present a standard price replaced. The standard price was calculated using the average of price data suitable for the wholesale market and variety, and the representative prices were presented by classifying them into four grades (S,A,B,C) accordingly. As a result, it is considered as a method that can present objective and reliable standards by classifying grades based on price rather than setting prices based on existing grades. This is expected to provide clear classification and price status to farmers and consumers.
