장기거주자의 출산율과 출산장려금

국문 초록

출산장려금의 효과에 관한 기존의 연구는 정책의 효과가 단기에 나타날 것이라고 가정하고 있는데 반해 본 연구는 개인의 출산 결정이 대체적 장기적으로 누적된 경험의 의사결정이라는 점과 다른 나라에서 출산율이 비교적 장기에 걸쳐 추세적으로 변화가 이루어졌다는 점, 그리고 출산장려금의 출산율 제고 효과에는 잠재적 출산 가능 인구의 이동이 혼재되어있을 수 있다는 점 등을 고려하여 출산장려금 정책의 장기효과에 주목하였다. 특히 국민건강보험빅데이터를 이용해 장기거주자를 시군구별로 구별하고 2012년 이전 출산장려금을 도입한 지역에서 이후 약 9년 동안 출산율 제고 효과가 있었는지 살펴봄으로써 기존 문헌에 공헌하고자 하였다. 연구 결과, 첫째, 합계출산율과 장기거주자의 출산지표는 시군구별로 서로 상이한 것으로 나타났다. 둘째, 합계출산율을 종속변수로 했을 경우 출산장려금의 출산율제고 효과는 대체적으로 긍정적인 것으로 나타났다. 셋째, 하지만 장기거주자의 출산율 지표를 종속변수로 설정하였을 경우는 상당 부분 유의하지 않아 출산장려금의 효과에는 인구이동의 요소가 포함되어있음을 함의하였다. 이에 장기거주자의 출산율을 제고할 수 있는 정책이 마련되어야 함을 제안하였다.

영문 초록

While the existing studies on the effects of childbirth grants assume that the effects of policies will appear in the short term, this study focuses on the long-term effects of childbirth grants policy, considering that the decision-making of individuals birth is generally the results of long-term cumulative experience, that the birth rate has changed over a relatively long period of time in other countries, and that the effect of childbirth grants may be mixed with that of the population migration. In particular, the study uses the National Health Insurance Big Data to distinguish long-term residents of Si-Gun-Gu area and to contribute to the existing literature by examining whether the birth rate was raised for about 9 years after the introduction of childbirth grants policy before 2012. The results of this study are as follows: First, the total fertility rate and the birth index of long-term residents were different according to Si-Gun-Gu area. Second, the effect of childbirth grants was generally positive when the total birth rate was set as a dependent variable. Third, the effect of childbirth grants was not significant in the case of setting the birth rate index of long-term residents as a dependent variable, which implies that the factors of the population movement should be considered when we investigate the policy impacts. Also, it is suggested that the policy that can raise the fertility rate of long-term residents should be adopted.
