담배가격인상과 사재기에 관한 연구

국문 초록

본 연구는 최근 이슈가 되고 있는 담배가격인상에 따른 소비자의 반응을 예상하고자 사재기에 대한 연구를 수행하였다. 2013년 담배가격을 4,500원으로 2,000원 인상하는 국민건강증진법 개정안이 의원발의가 되었는바, 본 연구의 연구결과는 정책적 시사점이 크게 도출되었다. 본 연구는 2012년 1,034명을 대상으로 담배가격 2,000원 인상 시 사재기 여부에 대해서 설문조사를 진행한 것이다. 그 결과 2,000원 인상 시 74.3%가 사재기를 할 것이라 답변하였고, 사재기 양은 평균 68갑으로 조사되었다. 이러한 결과는 담배가격인상 효과를 검증하기 위해 최소 3개월의 기간이 필요함을 의미한다. 계량분석모형을 통해 실증분석을 실시한 결과 금연가능성과 사재기는 통계적으로 유의한 양(+)의 부호를 보였으며, 이는 모형설정과 무관하게 모든 모형에서 동일한 결과가 산출되었다. 이러한 결과는 사재기는 금연의 지표로 보아야 한다는 점을 의미하고 있다. 사재기를 통해 구축한 담배가 모두 소진되는 경우 금연으로 이어질 확률이 높다는 결론이 도출되었다. 이는 보건당국이 담배가격인상 정책을 수립하는 과정에서 개별 흡연자들의 사재기는 큰 고려대상이 아니라는 점을 내포한다.

영문 초록

The bill of revision of The National Health Promotion Act was proposed that the tobacco price increase by KRW 2,000 from the current KRW 2500. This study attempts to analyze the expected stockpiling behavior of the smoker in anticipation of increase in tobacco price. The survey was conducted in the year 2012 on the stockpiling of the tobacco in case of price rise by KRW 2000. According to the this survey conducted, 74.3% of the survey respondents show their willingness to stockpile in case of expected price rise. The survey also finds that the average amount of stockpiling of the respondents was surveyed at 68 packs. This results imply that it takes more than three months of period to test the effect of the increase in the tobacco price. The empirical analysis shows that the likelihood of quit-smoking and the stockpiling are positively related with statistical significance. regardless of the type of the estimation model. This positive relationship implies that the stockpiling behavior may indicate the quit-smoking in the future. According to the study the stockpiling smokers are likely to quit smoking when the stockpiles are consumed up. This in turn implies that the health authority should not give too much consideration to the stockpiling behaviors of the smokers.
