DB-DC CVM을 이용한 BEXCO 가치평가에 관한 연구

국문 초록

본 연구는 공공재의 가치평가에 많이 사용되고 있는 논리적 가치평가모델인 조건부가치측정법(CVM)을 이용하여 BEXCO(부산전시컨벤션센터)에 대한 시민들의 편익 가치를 추정하였다. BEXCO의 가치를 지역경제기여에 대한 평가 척도인 지역경제파급효과가 아닌 시민이 느끼는 비사용 가치를 포함한 편익 가치를 평가함으로써 BEXCO가 지역사회에 미친 기여도를 보다 내용적으로 파악할 수 있었으며 이러한 가치의 계량화 작업은 향후 정책 지원 방향과 지원 근거 도출에 도움이 될 것이다. 본 연구는 이중경계 양분선택 지불의사 유도방법을 이용하여 BEXCO의 가치를 추정하였으며 그 결과 1인당 지불 의사 금액 평균값은 log-logistic model의 경우 가구당 20,977원, log-normal model의 경우 가구당 20,479원으로 나타났다. 부산 지역 총가구수를 감안하여 총 편익을 계산한 결과 log-logistic model의 경우 연간 272.8억원, 5년간 소득세 납부기간을 감안할 경우 총 편익이 1,364.2억원으로 나타났으며, log-normal model의 경우 연간 266.3억원, 5년간 1,331.8억원의 총 편익이 나타났다.

영문 초록

This study is to estimate the economic value of the BEXCO (Busan Exhibition and Convention Center) using the Double-bounded dichotomous choice Contingent Valuation Method. By evaluating the benefit value of BEXCO including non-use value that people sense, not the economic ripple effect which is the evaluation index for the contribution to local economy, we are able to understand contribution factor of how much BEXCO has influenced on the local society on a content-base, and this value-quantitative method will help derive the direction of assisting policy and the source of the assistance in the future. Based on an average per capita payment of cost in 2007 at Busan area, calculated by considering the results of the log-logistic model for 272.8 billion won per year, in the period of five years to pay income tax, benefits total shown up at 1,364.2 billion won. And in case on log-normal model for 266.3 billion won per year, in the period of five years-benefits total was 1331.8.billion won.
