국문 초록

본 연구는 2001년 4월에 한국전력공사에서 분할한 한국수력원자력(주), 한국남동발전(주), 한국중부발전(주), 한국서부발전(주), 한국남부발전(주), 한국동서발전(주) 등 6개 발전회사의 2001년부터 2008년까지 8년 동안 개별회사 자료를 이용하여 우리나라 전력산업에 규모의 경제효과가 나타나고 있는지를 Cobb-Douglas 생산함수를 이용하여 분석하였다. 주요 연구결과를 요약하면 다음과 같다. 전체표본에 대한 회귀분석 결과 영업비용과 설비자산은 발전회사의 수익창출에 기여하고 있으며 발전회사 전체적으로는 규모의 불경제가 존재하는 것으로 나타났다. (주)한국수력원자력을 제외한 5개 발전회사를 표본으로 하여 회귀분석을 수행한 결과에서는 영업비용만이 수익창출에 기여하고 있었으며, 수익창출 능력에 비해 과도한 설비자산을 보유하고 있는 것으로 나타났다. 발전원별 발전용량비중이 수익에 미치는 영향을 분석한 결과, 수력비중, 유류가스비중과 석탄화력비중은 수익에 음(-)의 영향을, 내연복합비중과 원자력비중은 수익에 양(+)의 영향을 미치는 것으로 나타났다. 본 연구의 결과는 향후 정책 입안자들이 전력산업 구조개편 모델을 개발하는데 있어서 발전회사의 규모를 증대시키는 정책은 비용절감 측면에서 정당화되기 어렵다는 정책적 시사점을 제공해 준다.

영문 초록

This paper investigates whether there exist the economies of scale in Korea’s electric power generation industry by using Cobb-Douglas production function for the period 2001-2008. We analyzed the inputs and revenue data of six power generation companies (Korea Hydro & Nuclear Power Co., Korea South-East Power Co., Korea Midland Power Co., Korea Western Power Co., Korea Southern power Co., and Korea East-west Power Co.) split off from Korea Electric Power Corporation in April 2001. The results of this study are summarized as follows. For the entire Korea’s electric power generation industry, operating expense and plant, property and equipments make contribution to revenue, and there exist diseconomies of scale. But, for the five power generation companies except for Korea Hydro & Nuclear Power Co., only the operating expenses make contribution to revenue, and there are excess capacities compared to revenue. Among the primary energy sources, water, oil and gas, coal have negative impacts on revenue, but internal-combustion and nuclear power have positive impacts on revenue. The insights gleaned from this paper can be helpful when regulatory authorities establish policies on electric power generation industry in Korea.
